Luster National is a program management and consulting firm headquartered in Mill Valley, California, delivering strategic, environmental, program and project management, construction management and digital transformation services for public agencies and private owners. Founded in 1990, it is a Black-owned, family-led minority small business certified to ISO 9001 with eight offices from the Bay Area to New York, supporting high-speed rail, airport, transit, bridge and disaster recovery programs. It hires resident and field engineers, inspectors, schedulers, cost and risk analysts, document control and claims specialists, and safety, quality and project managers.

About the Positions

We’re seeking Schedulers of various skill levels to support large, complex heavy civil infrastructure programs, including highways, roads, bridges, transit (bus and rail), aviation (international airports), and water/wastewater projects delivered through both traditional and alternative delivery methods. These positions hold the program view of time. You’ll review submitted schedules, keep the master schedule honest, and say what a slipped date is going to cost before money moves against it. We hire across construction scheduling, program-level master scheduling, and delay and time impact analysis, so real depth in one of those with working fluency in the rest is what we are after.

This post is for future roles and not for a specific opportunity that is available right now. We accept applications and conduct interviews in advance of upcoming hiring needs. When a candidate is selected, their profile is activated in our talent pool for this specialty area. We notify our talent pool candidates first whenever we have a project need.

Responsibilities may include, but are not limited to, the following:

Note: We are seeking candidates of various skill levels, and the following responsibilities represent the core of these roles. Scope and complexity increase with experience level.

  • Build and maintain an integrated CPM schedule that could cover design through turnover, with logically linked activities, resource or cost loading, and clear coding for cost-control alignment.
  • Collect field progress data, update status weekly or monthly, and produce look-aheads, variance reports, and earned-value forecasts.
  • Run critical path and what-if analyses to test sequencing options, recovery plans, and alternative delivery scenarios.
  • Integrate third-party interfaces, permitting, utility relocations, and long-lead procurement items, so the plan reflects all external dependencies.
  • Generate concise narrative reports, Gantt charts, S-curves, and/or KPI dashboards for project managers, field teams, and executive stakeholders.
  • Perform schedule-risk assessments, identify drivers, quantify exposure with tools such as Monte Carlo simulations, recommend contingencies, and track mitigation actions.
  • Support change orders and claims by preparing Time Impact Analyses that tie delays to cost and contractual entitlement.
  • Enforce schedule governance standards, maintain data integrity in scheduling tools, and mentor junior schedulers to raise overall planning maturity.

Attributes

  • Excellent written and verbal communication and interpersonal skills.
  • Excellent multi-tasking and organizational skills.
  • Collaborative mindset that fosters teamwork, trust, and positive relationships.
  • Natural curiosity, problem-solving abilities, and a commitment to continuous improvement.

Minimum Qualifications

  • Bachelor’s degree in engineering (civil, construction, structural, transportation, systems, or related engineering discipline).
  • 5+ years of scheduling experience for large (>$500M), complex, heavy-civil infrastructure projects.
  • Experience with full CPM baseline schedule development, resource or cost loading, progress updating, and variance analysis.
  • Experience performing monthly schedule updates, critical path analysis, and variance analysis, and explaining the results in a written narrative.
  • Proven ability to interpret project scope, drawings, and constraints and translate them into logic-driven and sequenced, resource-aware schedules.
  • Proficiency with industry standard project, construction, and risk management software (e.g., Primavera P6, TILOS, MS Project, Primavera Risk, Acumen Fuse, etc.).
  • Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, PowerPoint, etc.).

Preferred Qualifications

  • Master’s degree in engineering (civil, construction, structural, transportation, systems, or related engineering discipline).
  • Active professional certifications such as PSP (AACE), PMI-SP, PMI-RMP, or PMP (PMI), and/or CCM (CMAA).
  • Experience serving in an owner’s rep capacity on a highway, bridge, transit, aviation, or water and wastewater package exceeding $100M in construction value.
  • Experience maintaining an integrated master schedule across multiple contracts on a program exceeding $1B in total value.
  • Experience preparing or evaluating time impact analyses and supporting delay claim, entitlement, or dispute resolution work.
