The position also strengthens regional coordination mechanisms, builds counterpart capacity, and contributes to project performance monitoring, reporting, learning, and documentation of results.\nOne (01) Advisor will be hired in each of the follow regions:Adamawa,Central, East, Far North, North,Littoral, Northwest, South, Southwest, and West). Candidates withfamiliarity with theregion for which they are applying,andits public health supply chain context, preferred.\nCandidates mustindicatein their applicationtheir preferred region(s) for work.\nMAIN DUTIES AND RESPONSIBILITIES\nRegional Supply Chain Technical Leadership and Coordination (90%)\nLead and coordinate MSH technicalassistanceto strengthen health commodity supply chain systems in theselected Region (duty station/worklocation), in close collaboration with regional and district public health authorities, regionalfunds for health promotion, health facilities, and implementing partners.\n\nSupport regional authorities to collect and review health facility orders and organize routine order-validation meetings, ensuring that decisions are documented and followed through.\n\nSupport preparation, validation, and use of inventory, stock-status, consumption, distribution, and stock-reconciliation reports for HIV/AIDS, malaria, and other priority health commodities supported by the project.\n\nWork with relevant technical working groups and project technical staff tomonitorregional forecasting and quantification assumptions andidentifyemerging supply risks.\n\nSupport the revitalization and effective functioning of regional supply chain coordination mechanisms, including planning meetings, action tracking, and engagement of relevant stakeholders.\n\nPlan and coordinate regional supply chain assessments and data-quality assessments; analyze findings and work with counterparts to develop andmonitorpractical improvement actions.\n\nProvide technicalassistancetooptimizewarehouse capacity and strengthen inventory management systems, good storage practices, stock control, expiry management, and accountability for commodities.\n\nSupport the design and implementation of commodity distribution and last-miledelivery strategies, includingappropriate safety-stocklevels, delivery-route optimization, stock redistribution, and collaborative distribution arrangements.\n\nStrengthen the quality, completeness, timeliness, visibility, and use oflogisticsdata, and promote routine use of approvedlogisticsmanagement information systems and reporting tools for decision-making.\n\nCoordinate supportive supervision, mentorship, and on-the-job coaching for regional, district, warehouse, and health facility staff to improve consistent implementation of supply chain standards and procedures.\n\nPlan andfacilitatetraining workshops and other capacity-strengthening activities in collaboration with project technical advisors and government counterparts; follow up on application of learning in the workplace.\n\nSupportappropriate public-privatecollaboration and other locally relevant approaches that improve commodity availability and supply chain performance at regional level.\n\nParticipate in project performance reviews; support collection and validation of data for project indicators; and monitor progress against regional workplans, targets, and agreed corrective actions.\n\nPrepare clear technical reports and contribute to project reports, technical documents, presentations, learning products, abstracts, and documentation of results, good practices, and lessons learned.\n\nCoordinate closely with the Technical Director, central-level supply chain advisors, regional project staff, and operations teams to ensure that regional activities are aligned with approved project plans, budgets, donor requirements, and MSH standards.\n\nAdditionalResponsibilities (10%)\nPrepare routine activity updates, fieldvisitand supervision reports, meetingdocumentation, and other reports requested by the Technical Director.\n\nRepresent MSH in relevant regional technical and coordination meetings whenauthorized andfollow up on agreed actions with responsible stakeholders.\n\nProvide technical guidance and support to regional supply chain staff and consultants, as assigned, and promote consistent quality standards across regional activities.\n\nComply withMSH policies, donor requirements, safeguarding standards, ethical standards, and mandatory training requirements.\n\nPerform other duties consistent with theposition asassigned by the Technical Director.\n\nQUALIFICATIONS\nREQUIRED MINIMUM EDUCATION\nRequired: Bachelor’s degree in pharmacy, medicine, public health, supply chain management,logistics, pharmaceutical systems, ora related field.\nPreferred: Master’s degree or advanced professional training in health supply chain management, pharmaceutical management,logistics, or health systems strengthening.\nREQUIRED MINIMUM EXPERIENCE\nBachelor’s degree with four to six years of relevant professional experience; master’s degree with two to four years of relevant experience; or doctoral degree with one to two years of relevant experience in health commodity supply chain management, pharmaceutical management,logistics, or implementation of public health programs.\n\nDemonstrated experience providing technicalassistanceand working with regional, district, or facility-level supply chain stakeholders. Experience with HIV/AIDS and malaria commodity programs, last-mile distribution, supportive supervision, and data-quality assessment is preferred.\n\nKNOWLEDGE AND SKILLS\nStrong knowledge of Cameroon’s public health system and health commodity supply chain functions at regional, district, and health facility levels.\n\nTechnical knowledge of forecasting, quantification, supply planning, order management, warehousing, inventory control, good storage practices, distribution, and last-mile delivery.\n\nAbility to analyzelogisticsand commodity data, assess stock status and supply risks, and translate findings into practical corrective actions.\n\nExperience withlogisticsmanagementinformation systems, electronic reporting tools, data-quality assessments, and Microsoft Office, particularly Excel.\n\nStrong skills in technical leadership, stakeholder coordination, facilitation, coaching, supportive supervision, report writing, and problem-solving.\n\nAbility to work effectively with government counterparts, regional coordination bodies, donors, and implementing partners.\n\nProfessional fluency in French or English isrequired, with working ability in the other language preferred.
