conducts analyses; identifies data quality issues; and translates findings into practical recommendations to improve programsimplementation and health system performance.\nThe position also supports the strengthening of health information systems and builds the capacity of project staff, government counterparts, and partners in data management, analysis, visualization, and use.\nMAIN DUTIES AND RESPONSIBILITIES\nData Management and Quality Assurance(30%)\nDevelop,maintain, and improveprojectdatabases, datasets, data collection tools, and information management systems.\n\nConsolidateinformation from project teams, health facilities, government systems, implementing partners, and other relevant sources.\n\nReview data for accuracy, completeness, consistency, and timeliness; investigate discrepancies and coordinate corrective actions.\n\nDevelop and implement data management procedures, validation checks, quality assurance protocols, and reporting guidance.\n\nMaintain organized, secure, and accessible datasets and documentationin accordance withMSH,donor, and applicable data protection requirements.\n\nRecommend practical improvements to data collection processes, database functionality, and information flows.\n\nData Analysis, Visualization, and Reporting(30%)\nAnalyzeprograms, healthservices, supplychains, and other relevant datasets toidentifytrends, gaps, risks, and implementation challenges.\n\nDevelop andmaintaindashboards, charts, maps, and other visualizations tailored to management and technical audiences.\n\nPrepare analytical summaries, presentations, and reports for project leadership, government counterparts, donors, and partners.\n\nProvideaccurateandtimelydata inputs for routine reports, workplans, technical deliverables, and management requests.\n\nInterpret findings and propose practical recommendations to support program planning, implementation, and resource allocation.\n\nConductadditionalor specialized analyses in response to emerging project priorities and requests.\n\nHealth Information Systems and Data Use(20%)\nSupport the strengthening and effective use of national and project information systems, including DHIS2 or other relevant platforms.\n\nCollaborate with government counterparts and implementing partners to improve data availability, reporting processes, and information sharing.\n\nIdentifysystem and reporting challenges and recommend practical solutions to improve data quality, accessibility, and use.\n\nSupport development or refinement of reporting templates, dashboards, data collection tools, and analytical products.\n\nPresent and explain analytical findings during planning meetings, technical discussions, and program review sessions.\n\nWork with project leadership and technical teams to ensure that data and analytical findings inform decisions and follow-up actions.\n\nCapacity Building and Technical Support(20%)\nProvide training, mentoring, and technicalassistanceto project staff, government counterparts, and implementing partners on data collection, management, analysis, visualization, and use.\n\nDevelop practical guidance, job aids, training materials, and standard operating procedures to strengthen data management practices.\n\nSupport data review meetings and provide constructive feedback on data quality, reporting, and information management.\n\nAssistregional and facility-level teams in resolving data management and reporting challenges, as needed.\n\nDocument lessons learned andidentifyopportunities to strengthen local data analysis and information management capacity.\n\nPerform other duties consistent with theposition asassigned by the supervisor.\n\nQUALIFICATIONS\nREQUIRED MINIMUM EDUCATION\nRequired: Bachelor’s degree in statistics, data science, public health, epidemiology, health informatics, computer science, economics, ora related field.\nPreferred: Master’s degree in a relevant field.\nREQUIRED MINIMUM EXPERIENCE\nAt least six years of relevant experience in data analysis, data management, health information systems, or related functions, preferably supporting donor-funded public health or international development programs.\nKNOWLEDGE AND SKILLS\nStrong knowledgeof SupplyChain; data management, statistical analysis, data quality assurance, and health information systems.\n\nProficiencyin Microsoft Excel; visualization tools such as Power BI, Tableau, analytic tools like R, Python, Stata, orSPSS ;designing forms with kobotoolbox anddatabase management system with SQL.\n\nExperience with DHIS2,QAT,health management information systems,logisticsmanagement information systems, or similar platformsispreferred.\n\nAbility to develop databases, dashboards, data visualizations, analytical summaries, and technical reports.\n\nAbility toidentifydata quality issues and recommend practical improvements to reporting processes and information systems.\n\nExperience training and supporting staff, government counterparts, and implementing partners.\n\nStrong understanding of data confidentiality, information security, and responsible data management practices.\n\nExcellent written and verbal communication skills in both English and French.\n\nCOMPETENCIES\nAnalytical thinking, sound judgment, and attention to data quality.\n\nTechnical leadership, problem-solving, and clear communication.\n\nCollaboration, accountability, integrity, and confidentiality.\n\nPHYSICAL DEMANDS\nStandard office work, including extended computer use.
