The role operates within the first Line of Defense and provides hands-on risk and control oversight, challenge, coordination and reporting across Operations.\nThe position works closely with Operations process and control owners (L1A), Regional L1B, Risk and other second-line functions, Compliance, Legal and Audit. The role translates Global and Regional frameworks into practical local execution, facilitates assessments and control testing, identifies control gaps, and monitors remediation to completion.\nThe enhanced PCIRA and RCSA standards require broader and more detailed execution. This role will support parent-process assessments, risk-based RCSA cycles, control testing, Archer record maintenance, coordination with 2LOD, and issue-remediation tracking to help the team complete assessments and testing on time, to the required quality, and with lower execution risk.\nResponsibilities:\nSupport Manager, Head of Operations Risk & Control in deploying the Operations risk and control framework and implementing Global, Regional and local Line 1B requirements. \nSupport L1A through proactive advice based on risk and control knowledge and insights and presents risk management solutions where appropriate\nLead or coordinate the facilitation of L1A process walk-through workshops during Control testing and RCSA, and provide independent guidance on existing control design, and the operational effectiveness of controls and control remediation.\nSupport L1A in monitoring existing controls for operational effectiveness, as the checker, and ensure any issues identified are raised to management.\nSupport L1A in stakeholder discussions - particularly for complex CAPs - to ensure responsibilities, actions, and timelines are understood. Proactive monitoring if additional support and discussion are required with stakeholders to ensure the effectiveness of preventive solutions\nMaintain accurate and timely risk, control, assessment, testing, issue and action-plan records in Archer and other approved governance tools; perform data-quality checks and follow up gaps. \nAnalyze RCSA, control-testing, quality assurance, audit, incident, loss and KRI results to identify trends and propose risk-reduction actions. \nSupport in BCM and Records and Information Management (RIM) activities.\nCollaborate with L1A and 2LOD to understand the implications of law & regulation and align on scope of changes to ensure implementation, boundaries, and decision-making processes and authorities are aligned with the changes proposed during Standards & Policy Implementation\nForm an independent review of level of risk, compare with risk owner views\nReview and challenge the outcomes of events and root cause analysis from events or incidents and proactively monitor the incident report, especially repeated items\nSupport roll-out and implementation of Regional L1B initiatives\nProduce timely and maintain the regular/ad-hoc reports as per requests.\nDrive the development and implementation of future-fit risk management frameworks\nGuide junior team members or project contributors on assigned work, quality expectations and timelines, and support consistent execution across the team. \nKnowledge/Skills/Competencies/Education:\nKey Behaviors:\nUncompromising on integrity, in line with principles and values and Code of Ethics.\nUnderstands the big picture.\nTrusted business partner, with a pragmatic approach to risk management.\nPromote risk awareness with business stakeholders to manage their needs and risk concerns.\nChallenges the status quo and looks for ways to enhance processes and tools.\nExperience and Qualifications:\nCollege degree/bachelor’s degree preferred, or equivalent related job-work experience required.\nAt least 8 years of experience in Audit, Risk management, and/or Control.\nWorking in Life Insurance industry or Finance sector is a plus.\nKnowledge of controls fundamentals: Understanding of risk and controls fundamentals - i.e., control and QA frameworks, Operational risk, Archer, etc.\nCore Competencies and Skills:\nStrong stakeholder and people management skills; able to effectively articulate technical vision, possibilities, and outcomes through strong verbal and written communication.\nDeep understanding of Operational risks and how they can impact the business.\nSelf-driven, able to meet objectives with a minimal amount of managerial oversight.\nCan distill complex issues into simple reports, solutions, and designs.\nContributes directly to the quality, timeliness and sustainability of Operations risk assessments, control testing, issue remediation and management reporting.\nProficient in English, both verbal and written.\nAbout Manulife and John Hancock\nManulife Financial Corporation is a leading international financial services provider, helping people make their decisions easier and lives better.
