This position will coordinate operational project planning, engineering services, logistics, and deployment activities supporting a new enterprise-level IT platform and its mission partners. The Technical Systems Project Manager will work across Sponsor organizations, vendors, and program elements to translate stakeholder needs into executable technical plans and guide projects through implementation.\nNOTE: This position requires infrequent CONUS travel on an \"as needed\" basis, as directed by the client.\nResponsibilities\nCoordinate the planning, engineering, logistics, implementation, and deployment of a new enterprise-level IT platform and associated network services.\nDevelop, coordinate, and execute technical implementation plans across Sponsor organizations, mission partners, vendors, and program elements.\nIdentify, document, and track dependencies, requirements, decisions, and action items across multiple stakeholders.\nDefine and document technical requirements to ensure solutions appropriately address stakeholder and operational needs.\nDevelop and maintain project plans and schedules across multiple stages of the project lifecycle.\nApply established project management processes to monitor cost, schedule, performance, and project risk, identifying variances and implementing corrective actions when necessary.\nDevelop, maintain, and oversee appropriate technical and project documentation.\nParticipate in resource planning and develop cost-estimating strategies for future projects.\nEvaluate project issues and adapt plans based on changes to cost, schedule, quality, requirements, or performance.\nCoordinate with stakeholders to navigate organizational policies, procedures, and technical requirements while identifying viable paths forward.\nProvide regular project status, requirements, timelines, risks, and recommendations to stakeholders and management.\nBuild productive partnerships across organizational boundaries to support operational and mission requirements.\nMaintain current technical knowledge and effectively communicate technical and programmatic information across diverse audiences.\n\nQualifications\nRequired:\nAn active TS/SCI with FSP (preferrably with this client) is required to be considered.\nBachelor’s degree related to the technical discipline and at least 6 years of relevant experience; ORAssociate’s degree and at least 8 years of relevant experience; OR\nNo degree and at least 10 years of relevant experience.\n\nDemonstrated experience performing technical project coordination or management, including successfully achieving program milestones and resolving project issues.\nExperience supporting IT system development and implementation.\nExperience developing and coordinating technical requirements, implementation plans, schedules, and project documentation.\nDemonstrated ability to manage and prioritize multiple concurrent project requirements while monitoring cost, schedule, and performance.\nExperience briefing stakeholders and varying levels of management on technical requirements, project status, and timelines.\nStrong stakeholder-management, negotiation, and coordination skills with the ability to work effectively across organizational boundaries.\nStrong written and verbal communication skills with the ability to work both independently and collaboratively.\nWillingness and ability to travel on an infrequent, as-needed basis, primarily CONUS.\nDesired:\nExperience supporting mission systems.\nExperience deploying technical systems into operational environments.\nExperience with non-traditional procurement and establishing clandestine communications solutions.\nExperience with standard Agency IT procurement processes, including DVV.\nProject Management Professional (PMP) certification.\nSalary Range\nUSD $170,000.00 - USD $200,000.00 /Yr.The Markon pay range for this position is a general guideline only and not a guarantee of compensation or salary.
