Title and Summary

Manager, Regulatory Compliance - Payments & Digital AssetsOverview

The Regulatory Compliance Manager will support the organization’s regulatory licensing, reporting, governance, and examination readiness activities across U.S. and applicable international jurisdictions. This role is responsible for managing licensing obligations, coordinating regulatory submissions, maintaining compliance inventories, supporting board and management reporting, and partnering with legal, compliance, risk, and business stakeholders to ensure regulatory commitments are completed accurately and on time.

Key Responsibilities

- Manage licensing activities through NMLS and non-NMLS channels, including annual renewals, advance change notices, license items, regulator requests, and updates to company information, policies, procedures, fingerprints, and other required submissions.

- Coordinate ongoing maintenance of money transmission, virtual currency, and related regulatory licenses, including support for BitLicense, and other state, federal, and international registration obligations.

- Support officer, board member, independent board member, and character and fitness vetting processes, including coordination of required documentation, reviews, and follow-up actions.

- Maintain and update regulatory obligation and control inventories, including incorporation of new regulatory guidance and completion of inventory gap assessments.

- Prepare and coordinate board reporting, KPI metrics, risk assessment inputs, and other management reporting related to licensing, regulatory obligations, and compliance activities.

- Support regulatory examination readiness, including preparation for state examinations, remediation tracking, evidence gathering, and response coordination.

- Manage surety bond maintenance activities and support timely completion of jurisdiction-specific bonding requirements.

- Coordinate incident reporting activities, including assessing regulatory notification requirements, preparing reporting materials, and supporting timely escalation and submission.

- Support agent reporting, and other periodic regulatory reporting requirements.

- Coordinate with internal stakeholders across Compliance, Legal, Risk, Operations, Product, Finance, and business teams to drive timely completion of regulatory deliverables.

Required Qualifications

- Bachelor’s degree or equivalent professional experience in compliance, legal, risk management, financial services, or a related field.

- Experience with regulatory licensing, regulatory reporting, or compliance program management in a financial services, payments, money transmission, fintech, or digital assets environment.

- Strong understanding of regulatory obligations related to money transmission, virtual currency, licensing, examinations, and regulator communications.

- Experience working with NMLS or similar regulatory licensing and filing systems.

- Strong organizational skills, attention to detail, and ability to manage multiple regulatory deliverables with competing deadlines.

- Excellent written and verbal communication skills, with the ability to prepare clear, accurate, and professional materials for regulators, senior management, and governance forums.

- Ability to work cross-functionally and influence stakeholders without direct authority.

Preferred Qualifications

- Experience supporting BitLicense, digital asset, or state money transmission licensing obligations.

- Experience preparing board or senior management reporting, compliance metrics, and regulatory risk assessment materials.

- Familiarity with regulatory examinations, remediation plans, issue management, and evidence collection.

- Experience coordinating international registrations or reporting obligations, such as FinCEN, FINTRAC, or similar regulatory bodies.

In line with Mastercard’s total compensation philosophy and assuming that the job will be performed in the US, the successful candidate will be offered a competitive base salary and may be eligible for an annual bonus or commissions depending on the role. The base salary offered may vary depending on multiple factors, including but not limited to location, job-related knowledge, skills, and experience. Mastercard benefits for full time (and certain part time) employees generally include: insurance (including medical, prescription drug, dental, vision, disability, life insurance); flexible spending account and health savings account; paid leaves (including 16 weeks of new parent leave and up to 20 days of bereavement leave); 80 hours of Paid Sick and Safe Time, 25 days of vacation time and 5 personal days, pro-rated based on date of hire; 10 annual paid U.S. observed holidays; 401k with a best-in-class company match; deferred compensation for eligible roles; fitness reimbursement or on-site fitness facilities; eligibility for tuition reimbursement; and many more.
