The successful candidate will partner with Product, Engineering, Architecture, Quality Engineering, Operations and other cross-functional teams to drive delivery of strategic and operational initiatives supporting Mastercard's Authorization platform.\nThis role is responsible for planning, coordinating and governing the execution of complex technical programs spanning multiple engineering teams and stakeholder groups. The Technical Program Manager II will drive delivery excellence through strong program management practices, proactive risk management, dependency coordination, stakeholder communication and release governance.\nThe ideal candidate combines strong technical acumen with exceptional communication and organizational skills and is passionate about delivering high-quality solutions in a fast-paced payments environment.\nRole\nThe Technical Program Manager II will:\nLead end-to-end planning and execution of complex technical initiatives across multiple teams.\nDrive program governance, execution tracking and delivery reporting for strategic authorization platform initiatives.\nFacilitate PI Planning, release planning, sprint governance and cross-team execution reviews.\nManage dependencies, risks, issues, assumptions, constraints, and blockers to ensure successful delivery outcomes.\nCoordinate dependencies across Product, Engineering, Architecture, Security, Operations and supporting organizations.\nProactively identify, track and mitigate program risks, issues, assumptions and constraints.\nCollaborate with Engineering Managers and Product Managers to prioritize work, secure resources, establish milestones, and optimize delivery sequencing.\nEnsure alignment between business objectives, product priorities and engineering execution plans.\nDrive stakeholder communication and provide executive-ready status reporting.\nPartner with engineering leadership to improve predictability, transparency and delivery efficiency.\nSupport release readiness activities, production implementation planning and operational readiness reviews.\nEnsure program execution aligns with Mastercard technology and governance standards.\nPromote continuous improvement and delivery excellence across engineering teams.\nAll About You\nRequired Qualifications\nExperience managing medium-to-large technical programs in software engineering organizations.\nDemonstrated success coordinating cross-functional initiatives involving multiple stakeholders and teams.\nStrong understanding of Agile development methodologies and software delivery lifecycles.\nExperience managing program schedules, milestones, dependencies and risks.\nStrong analytical, problem-solving and organizational capabilities.\nStrong interpersonal, written and verbal communication skills.\nAbility to influence stakeholders and drive alignment without direct authority.\nExperience using Jira, Confluence and Agile planning tools.\nAbility to communicate effectively with both technical and business audiences.\nBachelor’s degree in computer science, Engineering, Information Systems or equivalent practical experience.\nPreferred Qualifications\nExperience within payments, financial technology or transaction processing environments.\nKnowledge of authorization processing, card payments, payment networks, acquiring or issuing ecosystems.\nExperience supporting large-scale distributed systems and highly available platforms.\nExperience with SAFe, PI Planning or large-scale Agile delivery frameworks.\nExperience with release management, production readiness and operational governance practices.\nUnderstanding of software engineering metrics and delivery analytics.\nPrior experience managing programs across globally distributed teams.\nCorporate Security Responsibility\nAll
