This is a permanent position based at site for a minimum of 3 days per week with 2 days remote.\nThis is a senior-level role within one of the UK's largest and most complex infrastructure programmes, operating in a highly regulated nuclear environment where safety, quality, time and cost are fundamental delivery priorities.\nAs a technical expert in Project Controls and Estimating, you will be responsible for providing robust analysis, assurance and reporting to support evidence-based decision-making across the programme. You will ensure the consistent application of project controls processes, governance and best practices whilst working closely with senior stakeholders across the project.\nA key aspect of the role is partnering with Discipline Directors and the MEHA PCM team to validate site performance information, analyse complex datasets, challenge inconsistencies, and identify opportunities to improve installation performance and delivery outcomes.\nThis position requires a highly experienced Project Controls professional who is comfortable engaging with senior leaders, influencing decisions and translating large volumes of data into meaningful insights that drive project success.\nKey Responsibilities\nProject Controls & Performance Management\nProduce, maintain and assure accurate forecasts, estimates and project controls data across the programme.\nEnsure alignment and integration between cost, schedule, risk, scope and performance information.\nAnalyse and challenge project performance data, assumptions and forecasts to ensure accuracy and confidence in reporting.\nMonitor trends and performance indicators, identifying issues, opportunities and areas requiring intervention.\nSupport evidence-based decision-making through the provision of timely and accurate project controls information.\nSite Performance Analysis\nLiaise closely with Discipline Directors, MEHA PCM and Installation Project Managers to understand site performance and delivery challenges.\nValidate site reporting information and provide independent analysis of project data.\nConduct detailed performance reviews to identify trends, inefficiencies and improvement opportunities.\nDrive installation performance improvements through effective analysis, reporting and stakeholder engagement.\nChallenge inconsistencies in project data and ensure appropriate corrective actions are implemented.\nEstimating, Risk & Opportunity Management\nAnalyse and challenge estimating information, assumptions and methodologies.\nAssess risks, opportunities and uncertainties and support their integration into project forecasts and plans.\nEvaluate the potential impacts of project changes on cost, schedule and delivery performance.\nSupport the development and assurance of budgets, estimates and project control baselines.\nProvide insight and recommendations that support informed decision-making and risk management.\nReporting & Executive Stakeholder Engagement\nProduce and present high-quality reporting and performance insights for Programme Reviews, Board Meetings and governance forums.\nDevelop concise, data-driven reporting suitable for senior and executive-level audiences.\nCommunicate complex information clearly and effectively, enabling informed strategic decisions.\nMaintain and verify Power BI reporting, dashboards and management information to ensure accuracy and consistency.\nProvide assurance that project controls outputs are robust, reliable and aligned with governance requirements.\nContinuous Improvement & Technical Leadership\nDrive continuous improvement initiatives across project controls processes, systems and reporting.\nPromote best practice within project controls, estimating and performance management activities.\nProvide technical guidance, coaching and training to project controls colleagues and wider project teams.\nSupport assurance reviews, audits and governance activities.\nChampion data quality, consistency and process compliance across the project.\nEssential Experience\nSignificant experience in a Senior Project Controls, Project Controls Engineer, Cost Engineering or Programme Controls role on major infrastructure or engineering projects.\nProven experience of integrating cost, schedule, risk and performance information to support programme delivery.\nStrong background in project estimating, forecasting and performance management.\nExperience analysing large and complex datasets and converting findings into actionable business insights.\nDemonstrable experience working with senior stakeholders and influencing decision-making at management and executive level.\nExperience operating within highly regulated industries such as Nuclear, Energy, Defence, Rail, Utilities or Oil & Gas.\nStrong understanding of project controls governance, assurance and reporting requirements.\nSystems & Tools\nExperience using the following systems is highly desirable:\nEcoSys\nPrimavera P6\nARM\nPower BI\nMicrosoft Office Suite, particularly Excel and PowerPoint\nKey Skills & Competencies\nStrong project controls and estimating expertise.\nExcellent analytical, critical-thinking and problem-solving skills.\nAbility to challenge assumptions and inconsistencies constructively.\nStrong communication, influencing and stakeholder management capability.\nConfidence presenting complex information to senior leaders and executive audiences.\nAbility to transform large volumes of data into clear, actionable insights.\nHigh levels of organisation, attention to detail and quality assurance.\nCollaborative approach with the ability to work effectively across multidisciplinary teams.\nCommitment to continuous improvement and operational excellence.\nQualifications\nDegree qualified in Engineering, Project Controls, Project Management, Construction Management, Cost Engineering, Quantity Surveying or a related discipline.\nProfessional accreditation with APM, ACostE or equivalent is desirable.\nRelevant Project Controls, Planning or Cost Engineering qualifications are
