The Technical Program Manager, Data Enablement leads cross-functional programs that advance the organization's data and connectivity strategy across surgical capital products. This role is responsible for aligning stakeholders, coordinating technical teams and external partners, translating business and product objectives into actionable roadmaps, and ensuring delivery of data enablement capabilities that support product development, analytics, and connected-device initiatives.

Primary Responsibilities

• Lead cross-functional data enablement programs across R&D, quality, regulatory, IT, and commercial teams, owning scope, schedule, dependencies, risk, and executive reporting.
• Identify, evaluate, and manage internal and external partners providing data, connectivity, and cloud services, including scope definition, deliverable acceptance, and ongoing performance management.
• Contribute to the definition of the ENT data strategy and translate it into actionable program roadmaps and prioritized backlogs.
• Partner with product, hardware, and software teams to define data requirements, telemetry specifications, and connectivity needs for surgical capital products.
• Guide project teams through trade-offs in data storage and data flow, including latency, security, scalability, and bandwidth in operating room environments.
• Guide the application of analytics, visualization, and statistical or machine learning methods that turn raw device and clinical data into insights, informing product decisions and demonstrating clinical and commercial value.
• Build alignment across nontechnical business and clinical stakeholders and technical engineering teams, and escalate and resolve blockers.
• Ensure data enablement programs meet Medtronic quality, regulatory, privacy, and cybersecurity requirements.

Required Qualifications

• Bachelor's degree in related technical field with 5 years of relevant technical program or project management experience OR a master’s degree with 3 years of relevant experience
• Experience leading cross-functional technical programs from concept through launch, including ownership of schedule, dependencies, risk, and stakeholder communication across hardware, software, and quality teams.
• Experience delivering connected-device or IoT capabilities, including device-to-cloud data flows, telemetry, or connectivity services.
• Experience evaluating, selecting, and managing third-party technology vendors or partners, including scope and deliverable oversight.
• Experience translating business, clinical, or end-user needs into documented technical requirements and roadmaps.

Preferred Qualifications

• Experience in medical device development or another regulated product development environment, including design controls and phase-gate processes.
• Experience with surgical capital equipment, operating room environments, or hospital IT integration.
• Experience delivering integrations using healthcare data standards (HL7, FHIR, DICOM) or EHR/EMR systems.
• Experience with cloud platforms (AWS, Azure) and storage architectures spanning cloud, edge, and local deployments (SQL/NoSQL, data lakes, time-series).
• Experience defining, or directing the definition of, telemetry schemas, data specifications, and logging requirements for hardware and software teams.
• Experience applying analytics, visualization, or statistical/ML methods to device or clinical data to inform product decisions.
• Experience developing products under FDA SaMD/SiMD guidance, ISO 13485, or ISO 14971.
• Experience applying data privacy and cybersecurity requirements to product data (HIPAA, GDPR, SOC 2, UL 2900, FDA premarket cybersecurity guidance).
• Experience with enterprise data platforms and governance models, such as data warehousing, cataloging, or data quality frameworks.
• PMP, Agile, or SAFe certification.

For Baccalaureate degrees earned outside of the United States, a degree that satisfies the requirements of 8 C.F.R. § 214.2(h)(4)(iii)(A) is required.

Salary ranges for U.S (excl. PR) locations (USD):$142,400.00 - $213,600.00This position is eligible for a short-term incentive called the Medtronic Incentive Plan (MIP).The base salary range is applicable across the United States, excluding Puerto Rico and specific locations in California. The offered rate complies with federal and local regulations and may vary based on factors such as experience, certification/education, market conditions, and location. Compensation and benefits information pertains solely to candidates hired within the United States (local market compensation and benefits will apply for others).
