It is an individual contributor role responsible for driving end-to-end project and portfolio governance, financial predictability, and operational excellence across the assigned engagements .\nThis role primarily operates as a trusted advisor and orchestrator, enabling delivery teams and area leadership to achieve predictable, high-quality outcomes, while also requiring direct management of delivery execution in select scenarios.\nResponsibilities\nPortfolio Governance & Delivery Orchestration\nOwn governance across a portfolio of engagements, ensuring alignment to ISD delivery frameworks, processes, and quality standards\n\nOrchestrate across delivery teams, area CPMs, and stakeholders to ensure successful execution across all lifecycle phases\n\nIdentify cross-project dependencies, risks, and systemic issues, and drive resolution at portfolio level\n\nFinancial Management & Predictability\nOwn portfolio-level financial oversight including consumption, forecasting, cost management, and revenue predictability\n\nDrive forecast accuracy and financial discipline across engagements, ensuring timely corrective actions\n\nIdentify financial risks (leakage, overruns, aging engagements) and lead recovery planning\n\nRisk, Issue & Compliance Leadership\nDrive proactive identification and mitigation of risks, issues, and compliance gaps\n\nEnsure adherence to governance requirements including project hygiene, audit readiness, ISRA compliance, and decrement closure\n\nLead structured escalation management with clear resolution ownership and timelines\n\nExecutive Reporting & Insights\nDeliver leadership-ready reporting (dashboards, executive summaries, portfolio insights) with clear narratives and actions\n\nProvide data-driven insights on portfolio health, trends, and areas requiring leadership intervention\n\nSimplify and standardize reporting frameworks to improve clarity and decision-making\n\nStakeholder Engagement & Advisory\nAct as a trusted advisor to area leadership on governance, financials, and operational improvements\n\nEstablish strong communication cadence with stakeholders, ensuring alignment on risks, priorities, and actions\n\nInfluence without direct authority to drive alignment and outcomes\n\nOperational Excellence & Process Improvement\nIdentify and drive process improvements, standardization, and efficiency initiatives across engagements\n\nScale best practices across the PMO\n\nAutomation & AI Enablement\nDrive adoption of automation, Copilot, and AI-driven solutions to reduce manual effort and improve insights\n\nDeliver measurable improvements in efficiency, cycle time, or reporting quality\n\nPromote reusable solutions and best practices across the team\n\nCapability Building & PMO Leadership\nAct as a subject matter expert in areas such as financial governance, reporting, or portfolio management\n\nContribute to knowledge sharing, training sessions, and capability development\n\nCompetencies:\nProven experience in supporting complex technology projects or programs, including delivery across scope, cost, schedule, and quality\n\nStrong background in project/program management and consulting engagements. Proven ability to orchestrate multidisciplinary teams, including data scientists, engineers, architects, and business stakeholders\n\nExperience in financial governance, forecasting, and commercial management\n\nExpertise in risk, issue, and change management, including leading scope and budget impact assessments. Proven abilities to manage risks related to Data readiness and quality, Model governance and ethical AI considerations\n\nAbility to translate requirements along with AI capabilities into business outcomes, aligning use cases to Customer strategy and value realization\n\nHands-on experience in supporting AI-enabled, data-driven, or advanced analytics programs, including cloud-based AI solutions\n\nProfessional Development & Readiness\nCommitment to continuous learning in AI, data, and emerging technologies\n\nActively maintains relevant certifications and training across project management, cloud, and AI\n\nDemonstrates a strong consulting mindset, customer empathy, and outcome-focused delivery leadership\n\nFamiliarity with Azure Dev Ops\n\nExposure to LLM and agentic AI\n\nQualifications\nRequired/Minimum Qualifications:\nBachelor degree in Engineering, Computer Science, IT, or related field (or equivalent experience) with 5+ years of experience with at least 2+ years of experience in Project Management.\n\nExcellent communication skills are required.\n\nDemonstrated management of medium to large complexity projects involving employees, external/internal customers, and partners. Ability to work with different Microsoft internal stakeholders.\n\nAdditional or Preferred Qualifications:\nProject Management Professional (PMP) certification. AI 900 or any other equivalent certification.\n\n2+ years financial management experience.\n\nAgile certification, Scrum Master, Agile Certified Practitioner (PMI-ACP), or Professional Scrum Master One (PSM1) certification.\n\nThis role is designed to support government customers operating in a regulated environment.
