This role is responsible for managing post-award activities in support of Capital Equipment procurement and project execution. This includes managing supplier performance and leading cross-functional teams.\nFunctional Management:\nProvide functional direction and dotted-line management to Site based Procurement Managers to ensure compliance with Microsoft and CO+I Contracting/Procurement policies.\n\nResponsible for onboarding and development of Site Procurement Managers: (Lead, coach, mentor).\n\nResponsible for developing, planning, and executing training for Site Procurement Managers and Cross-Functional stakeholders\n\nContracts and Sourcing\nExecutes and manages Equipment contracts for large, complex data center construction projects and/or purchasing opportunities to ensure optimal cost and time to delivery for Microsoft customers.\n\nCollects relevant internal and industry data to understand business requirements, benchmarks data against relevant markets, and shares industry and category expertise across stakeholder teams to execute and/or develop strategies.\n\nIntegrates business specifications for complex purchasing areas into Request for Information (RFI) and/or request for proposal (RFP) processes. Collaborates cross-functionally to define and manage supplier scorecard criteria (e.g., key performance indicators [KPIs], Service Level Agreements [SLAs]), coordinates supplier performance/recovery reviews, and drives corrective actions.\n\nActively partners with suppliers to identify and drive continuous improvement and risk management opportunities by evaluating procedural, operational, and/or environmental factors, analyzing root causes of issues, sharing insights with key stakeholders, and influencing the adoption of needed improvements.\n\nManages contract and price negotiation activities for equipment categories (including labor) cross-functionally and ensures that both price and capacity needs are met while also reflecting Microsoft's cross-functional engagement with suppliers. Identifies cost reduction opportunities and works closely with suppliers and internal stakeholders to drive cost competitiveness.\n\nUnderstand construction industry contracting norms and Microsoft contracting requirements; participate and/or lead negotiation of contracts that meet business goals.\n\nIdentifies risks and roadblocks to contract execution and drives action internally and/or externally to resolve and/or escalate, as appropriate.\n\nMonitors and mitigates the impact of change orders to the underlying business case, and partners cross-functionally to adjust impact models.\n\nChange Order Management:\nMonitor and mitigate the impact of change orders to the project, and partners cross-functionally to resolve/escalate accordingly.\n\nAttend cost/change management meetings to ensure any change orders of additional equipment and labor are executed promptly and timely.\n\nAct as the commercial Subject Matter Expert and prescribe the appropriate entitlement and justification for all change orders.\n\nNegotiate Claims with the detailed understanding of the contractual conditions and partner with regional claims to settle or escalate.\n\nCompliance:\nEnsures adherence to policy, educates stakeholders and suppliers on policy compliance, and manages the remediation and resolution of sourcing issues. Identifies opportunities to adapt policy as needed to mitigate risk and better enable suppliers to meet business requirements.\n\nEnsures consistency, timeliness, quality, and accuracy of deliverables, and ensures Procurement stakeholders are aware of Service Level Agreement (SLA) and/or defined milestones and deliverables terms. Communicates delay to Procurement stakeholders and independently proposes and executes contingency measures.\n\nStakeholder Collaboration:\nDevelops pricing and negotiation strategies on contract changes for multiple purchasing categories, ensures that strategies clearly articulate the tradeoffs, roles, and responsibilities across parties, and gains senior executive support for strategies both internally and externally. Identifies negotiation setbacks and takes action to mitigate contract disagreements. Drives early business engagements for complex business areas or purchasing categories with cross-functional leadership including planning, strategic sourcing, cost, engineering, quality, construction, project managers, to define and drive action on supply solutions and strategies, business requirements, optimal sourcing on spend/budget and align on priorities. Shares expertise to advise cross-functional teams on sourcing decisions.\n\nPartners:\nInternal: Engineering, procurement, planning, quality, construction, cost management, finance, safety, legal, risk management and other groups as needed.\n\nExternal: Equipment Suppliers, Architectural Engineering, Commissioning Agents, consultants, and industry groups.\n\nManagement of Original Equipment Manufacturers’ (OEM) Field Service Technician/Engineer:\nManage and oversee Supplier labor management in coordination with General Contractor, Scheduling Teams, and Internal Planning Teams to align schedules and deliverables.\n\nManage schedule compliance and escalations from field team to support installation and Commissioning (Cx) activities as required to drive efficiencies between Supplier and General Contractor\n\nNegotiate and manage any change orders for overtime, schedule compression and acceleration as needed.\n\nOwner Furnish Contractor Installed (OFCI) Management & Quality Assurance:\nHelp facilitate the Mechanical Engineer and Plumbing (MEP)/Owner Furnished Contractor Installed (OFCI) equipment once delivered to site, including inspections and appropriate sign offs.\n\nAddress quality-related issues as they arise and report to the quality team and category management as appropriate.\n\nCoordinate post-IFC design changes and deliver aligned project specifications, compliance documents, and technical submittals across procurement, engineering, and stakeholders.\n\nQualifications\nQualifications:\nMaster's Degree in Engineering, Supply Chain, Data Analytics, Business, Finance or related field AND 4+ years experience in data science/analytics, finance, project management, supply chain, and/or operation OR Bachelor's Degree in Engineering, Supply Chain, Data Analytics, Business, Finance or related field AND 6+ years experience in data science/analytics, finance, project management, supply chain, and/or operation OR equivalent experience.\nPreferred Qualifications:\nMaster's Degree in Engineering, Supply Chain, Data Analytics, Business, Finance or related field AND 8+ years experience in data science/analytics, finance, project management, supply chain, and/or operation OR Bachelor's Degree in Engineering, Supply Chain, Data Analytics, Business, Finance or related field AND 12+ years experience in data science/analytics, finance, project management, supply chain, and/or operation OR equivalent experience.\nBackground Check Requirements:\nAbility to meet Microsoft, customer and/or government security screening requirements are required for this role.
