Mind Computing is seeking an experienced Principal Solutions Architect (Federal Health) to support federal growth, capture, and solution development initiatives, with a primary focus on the Department of Veterans Affairs (VA). The ideal candidate will have strong experience designing enterprise technology solutions and translating complex federal requirements into practical, scalable, and differentiated architectures across healthcare IT, cloud, data, interoperability, DevSecOps, cybersecurity, and AI/Generative AI.
The candidate must reside within the continental US.
Responsibilities:
- Independently develop, write, and refine proposal-ready technical narratives for RFIs, RFQs, RFPs, task orders, white papers, and other federal pursuits, translating solicitation requirements and SME input into clear, persuasive, evaluator-focused responses.
- Develop and review technical proposal content, ensuring solutions are compliant, feasible, differentiated, and aligned with customer objectives and evaluation criteria.
- Partner with Growth, Capture, Proposal, Delivery, Engineering, Pricing, and Executive teams to develop technical solutions and win strategies.
- Lead and facilitate technical solutioning sessions, proposal reviews, color teams, oral presentations, and customer or partner discussions.
- Analyze solicitations, PWS/SOO, technical requirements, Q&A, and acquisition documents to identify customer objectives, technical risks, assumptions, and solution opportunities.
- Design and communicate enterprise architectures spanning application modernization, cloud, data, APIs, healthcare interoperability, DevSecOps, cybersecurity, and operations.
- Translate customer requirements into technical approaches, implementation strategies, workstreams, technologies, staffing models, and technical differentiators.
- Apply knowledge of VA technology and healthcare environments, including VistA, Corporate Data Warehouse (CDW), My HealtheVet (MHV), Federal EHR/Oracle Health, and related enterprise systems.
- Develop architecture diagrams, data flows, integration models, modernization roadmaps, conceptual designs, and other technical artifacts.
- Evaluate technologies, platforms, and potential partners to determine appropriate build, buy, reuse, integration, and teaming strategies.
- Provide technical guidance on emerging technologies and identify opportunities to apply AI and Generative AI to federal healthcare solutions.
- Leverage AI-assisted tools such as ChatGPT, Claude, GitHub Copilot, and similar platforms for technical research, requirements analysis, architecture development, software engineering, and proposal activities while validating outputs for accuracy and security.
- Support responsible AI practices, including data protection, human oversight, model evaluation, security, governance, and hallucination mitigation.
- Take on additional tasks and responsibilities as needed to support team objectives and ensure the success of the project.
Qualifications:
- Bachelor's degree in Computer Science, Information Technology, Engineering, Information Systems, or a related technical field.
- 10+ years of experience in enterprise IT, software engineering, systems architecture, or related technical disciplines.
- 5+ years of experience in Solution Architecture, Enterprise Architecture, Technical Architecture, or comparable technical leadership roles.
- Significant experience supporting the Department of Veterans Affairs, preferably within VA healthcare, OIT, Digital Health, or major enterprise technology programs.
- Experience architecting, modernizing, integrating, or delivering complex enterprise or healthcare systems.
- Experience estimating technical staffing, labor categories, level of effort, and implementation timelines.
- Experience supporting federal capture, solution reviews, Black Hat, Pink/Red/Gold Team reviews, or oral proposal presentations.
- Strong technical writing skills with the ability to translate complex architectures into clear, persuasive, evaluator-focused content.
- Experience developing and presenting technical architectures, solution concepts, implementation approaches, and recommendations to technical and non-technical audiences.
- Current knowledge of AI/ML and Generative AI, including LLM applications, RAG, AI agents, prompt/context engineering, model evaluation, and responsible AI.
- Strong analytical, communication, facilitation, collaboration, and problem-solving skills.
- Strong knowledge across several of the following:
- Cloud architecture and modernization
- Application and legacy system modernization
- Microservices and API architecture
- Data architecture and analytics
- DevSecOps and CI/CD
- Healthcare interoperability
- Enterprise integration and event-driven architecture
- Cybersecurity and Zero Trust
- Production operations, scalability, resilience, and observability
Additional Qualifications:
- Additional experience supporting DoD/DHA, CMS, HHS, or other federal healthcare programs.
- Prior federal/government experience.
- Experience with VA enterprise architecture, Technical Reference Model (TRM), ATO, security, or technical governance processes.
- Experience integrating legacy VA environments with modern cloud, API, data, and Federal EHR capabilities.
- Working knowledge of HL7, FHIR, REST APIs, and healthcare integration technologies.
- Experience with AWS and/or Microsoft Azure cloud environments.
- Familiarity with Shipley or APMP proposal methodologies.
- Relevant cloud, architecture, cybersecurity, healthcare IT, or AI certifications.
- Ability to meet applicable federal background investigation and suitability requirements, including Public Trust, and obtain and maintain a security clearance when required by the customer or opportunity.
