Status: Contingent upon contract award\nTarget Salary: $145K-$165K\nPosition Summary\nMKS2 Technologies is seeking an experienced Program Manager / Training Program & Business Management Lead for an anticipated Department of Defense program supporting enterprise training operations and business management.\nThe Program Manager will serve as the senior contractor leader responsible for integrating a multidisciplinary team providing acquisition lifecycle support, training program/project/portfolio management, business process improvement, data analytics and visualization, and executive-level facilitation and strategic planning.\nThis position requires a leader who can manage both contract performance and mission delivery across a complex, high-tempo federal training organization.\nKey Responsibilities\nProvide overall leadership, management, supervision and integration of contract personnel and subcontractors.\nServe as the primary contractor interface with Government program leadership, COR, Contracting Officer and other stakeholders.\nLead program, project and portfolio management supporting a workload of approximately 125 training-related projects annually.\nOversee project management plans, schedules, milestones, dependencies, resource allocation, critical paths, risk and issue registers, action trackers and lessons learned.\nApply PMI, Agile, ADDIE, Earned Schedule Management and Critical Path Method principles as appropriate.\nOversee teams supporting acquisition planning and acquisition-package development for as many as 50 requirements annually.\nIntegrate acquisition, PMO, business-process improvement, analytics and strategic-support workstreams into a cohesive program-management approach.\nDirect program performance measurement, executive dashboards, status reviews and leadership briefings.\nLead staffing, retention and workforce-management activities and ensure rapid response to vacancies and changing mission requirements.\nOversee Management Plans, Staffing Plans, Quality Control Plans, transition plans, Monthly Status Reports and risk-management activities.\nManage subcontractor performance and ensure all work meets quality, schedule and contractual requirements.\nLead transition-in activities and maintain continuity of mission support.\nFacilitate senior-level Government discussions and communicate risks, recommendations and corrective actions clearly and concisely.\nRequired Qualifications\nActive Secret clearance.\nBachelor's degree in Business Administration, Program/Project Management, Education/Training, Systems Management or related discipline.\n10+ years of federal/DoD program or project management experience.\nAt least 5 years leading multidisciplinary professional-services teams or PMOs.\nDemonstrated experience managing a federal services contract/task order or major program with approximately 15 or more personnel.\nExperience managing multiple simultaneous projects, programs or portfolios.\nDemonstrated command of project schedules, dependencies, milestones, resources, risk management and critical-path analysis.\nExperience working directly with Government CORs, contracting personnel, program managers and senior leadership.\nExperience managing staffing, contract deliverables, quality control, transition and subcontractors.\nStrong executive briefing, writing and client-management skills.\nPreferred Qualifications\nPMP certification strongly preferred.\nMaster's degree.\nDirect DCSA experience.\nExperience supporting CDSE, STA, NCCA or another DoD training/education organization.\nLean Six Sigma Green Belt or Black Belt.\nExperience with FAR/DFARS acquisition support.\nKnowledge of ADDIE and federal training-development environments.\nExperience with Microsoft Project and ServiceNow.\nFamiliarity with Power BI and portfolio-level performance dashboards.\nExperience leading formal business-process improvement
