We are looking for someone who is passionate about seeking new opportunities to create impactful work, pairing agency-grade creative, UX, and technology delivery with the rigor and governance that large-scale government digital transformation demands.\nResponsibilities:\nLead discovery phases to draft, validate, and secure sign-off on Business, System, and Customer Requirements documents.\n\nTranslate high-level client mandates into precise technical user stories, API integration blueprints, and functional specifications across web, mobile, and AI microservices.\n\nPartner with enterprise architects on cloud infrastructure (primarily Microsoft Azure / Azure Government Cloud), ensuring adherence to data sovereignty, zero-trust security, and containerised deployment standards.\n\nOversee UI/UX workflows in Figma, ensuring wireframes, design systems, and prototypes meet WCAG accessibility standards and client branding guidelines.\n\nOwn project lifecycles end-to-end across portal rebuilds, mobile app rollouts (iOS/Android), and AI model integration (LLM agents, conversational AI, NLP search).\n\nRun hybrid governance models (Agile for dynamic product development, Waterfall for milestone sign-offs, procurement, and budget compliance) while managing risks, SLAs, and program performance metrics.\n\nLiaise between senior government stakeholders, steering committees, and internal technical delivery teams to translate complex architecture into clear executive narratives.\n\nOversee Performance, Security, VAPT, UAT, and operational readiness phases to ensure seamless handover and client IT team enablement.\n\nAbout You\nThe essentials:\n8+ years of progressive experience in IT/digital transformation, with at least 5 years leading complex, large-scale portal, mobile app, and system integration projects.\n\nProven track record delivering digital initiatives for Public Sector clients in Kuwait or the broader GCC region.\n\nDeep technical delivery experience spanning enterprise CMS platforms, microservices architecture, RESTful API gateways, and native/hybrid mobile frameworks (React Native, Flutter, iOS/Android).\n\nPractical experience integrating AI technologies (e.g., LLM agents, conversational AI, NLP-driven search, RPA) into public-facing digital channels.\n\nSolid knowledge of Microsoft Azure cloud topology (including Azure AD/Entra ID) alongside working knowledge of GCC data privacy laws, cybersecurity frameworks, and national e-KYC standards.\n\nWorking proficiency in Figma for reviewing user flows, prototypes, and design systems.\n\nBachelor's degree in Computer Science, Software Engineering, IT, or a related field.\n\nNot a must, but a plus:\nMaster’s degree or MBA in IT Management or a related field.\n\nFormal Project Management certification (e.g., PMP, Prince2, or Agile/Scrum certifications).\n\nAt Monks, we believe in fostering an environment where a diversity of perspectives can thrive.
