Working in close partnership with the IRA-PWA compliance team and project leadership, this role helps ensure site teams and trade partners understand and follow applicable federal labor compliance requirements that impact incentive eligibility.\nThis position serves as a primary field-facing point of contact for day-to-day compliance coordination-helping implement standard processes, reinforce job classification mapping expectations, support documentation readiness, and identify and escalate risks. The Liaison regularly engages with project management, field leadership, subcontractors, and internal stakeholders to maintain visibility into compliance status, resolve discrepancies, and support audits and reporting needs. This role is ideal for a detail-oriented, proactive professional who can operate in a fast-paced, high-travel environment while building trusted relationships with field teams.\nESSENTIAL JOB DUTIES AND RESPONSIBILITIES\nSupport and help reinforce Moss’s IRA/PWA compliance processes during active project execution at assigned sites.\n\nServe as the primary field-facing liaison between project teams, trade partners, and the internal IRA-PWA team to support compliance visibility and issue resolution.\n\nCoordinate with PMs, superintendents, and foremen to support implementation of site-level compliance workflows aligned with construction schedules.\n\nProvide guidance and education to site teams and subcontractors on prevailing wage, apprenticeship, and related documentation requirements.\n\nSupport job classification mapping reinforcement and help identify potential discrepancies in reported work activities and supporting records.\n\nAssist in collecting, organizing, and maintaining site-level compliance documentation (e.g., certified payroll reporting support, apprenticeship documentation, labor hour/worker tracking, site records) to ensure audit readiness.\n\nMonitor project health indicators related to IRA/PWA compliance, summarize observations, and communicate updates to internal stakeholders.\n\nSupport periodic site-level reviews/audits of compliance records; document findings and help drive corrective actions and follow-through.\n\nReview site-level reporting inputs for completeness and accuracy prior to submission/finalization; escalate gaps, inconsistencies, or non-responsiveness.\n\nMaintain professional communication with subcontractors and vendors to facilitate timely delivery of required reporting and certifications.\n\nTravel to project locations as needed to support execution, training, and issue resolution.\n\nPerform other duties as assigned.\n\nEDUCATION AND WORK EXPERIENCE\nHigh School Diploma or equivalent required; additional coursework or degree in business, construction, compliance, or a related field is a plus.\n\n2+ years of experience in program coordination, construction administration, labor compliance, project coordination, or regulatory documentation support preferred (site experience strongly preferred).\n\nFamiliarity with the Inflation Reduction Act (IRA), Davis-Bacon Act, prevailing wage requirements, apprenticeship compliance, and certified payroll reporting (CPR) is preferred.\n\nStrong organizational skills, attention to detail, and ability to manage multiple stakeholders and deadlines in a field environment.\n\nEffective written and verbal communication skills and comfort working with both internal teams and external trade partners.\n\nProficiency in Microsoft Excel, Word, and Outlook; experience with SharePoint, document management, or compliance tracking systems is a plus.\n\nWillingness and ability to travel up to ~60% as needed to support project execution.\n\nJOB TITLE: PWA COMPLIANCE LIAISON\nJOB LOCATION: REMOTE + 60% TRAVEL\nCLASSIFICATION: FULL TIME - EXEMPT- SALARY\nREPORTS TO: IRA-PWA PROGRAM MANAGER\nMossis an equal opportunity employer.
