During cargo operations the Cargo Engineer is responsible for providing operational support to the OOW with respect to cargo handling and equipment.\nHe is responsible for carrying out all operations necessary for cargo care and supervision at sea and must provide the Chief Officer with all information necessary for him to exercise his responsibility for the cargo carriage.\nHe is responsible for the safety of all personnel working under his supervision.\nAccountabilities\nHe is responsible to the Chief Engineer Officer for the maintenance of:\nCargo instrumentation including transmitters, receivers, recorders, regulators, actuator, and lines\nCargo compressors, including loading, discharge, spray valves, lines, and equipment\nCargo/spray pumps\nBallast system, including valves, lines, pumps, and control systems\nGas analyzer maintenance\nInert gas/dry air plant, where fitted\nRe-liquefaction plant and Gas Combustion Unit (GCU), where fitted Nitrogen system, including tanks, lines, valves, and all associated equipment.\nCarrying out any lawful command and delegated duty as issued by the Chief Engineer. and /or Master\nHe is responsible to the Chief Engineer Officer for the testing of equipment and maintenance of records for:\nGas detectors and analyzers\nSmoke detectors in compressor house\nESD system checks prior to arrival at load and discharge ports\nDaily cargo log\nAdjustment of heating coils\nInner hull inspections and records\nRoutine testing at sea and pre-arrival assisted by the Chief Officer\nThe Chief Engineer Officer may assign the Cargo Engineer Officer to assist with other maintenance and repair duties, particularly on other deck systems and equipment. However, his responsibilities for the cargo systems and equipment should have priority.\nHe is operationally responsible to the Master for all aspects of cargo care and supervision at sea to ensure the safe execution of the planned passage.\nThe Cargo Engineer should be completely conversant with the ships Manuals, associated Charterer’s Emergency Management Plans, onboard contingency plans, and the Safety Management System.\nThe Cargo Engineer Officer is a member of the Ship Management Team. He shall assist the other Engineer Officers in understudying him as an essential part of their training and development.\nAccountabilities - 2\nAccountabilities - 3\nCompetencies\nBudget Control\nBunkering operations\nCharterers instructions, terminal and state requirements, port documentation\nCleaning and inspection of WHU and uptake fires\nCommunications with other nationalities\nCrankshaft deflections, Alternator air gaps\nDisciplinary procedures & process\nDiversity Awareness\nEmergency procedures\nExperience with cargo transfer operations (STS, Co-mingling, COW, Inert Gas, LNG discharge, emergency operations)\nExperience with multinational crews\nExperience with Products Crude and LNG Cargo planning arrangements\nFlashing from cold, purge cycles, testing of Boiler water and associated hazards with incorrect impurity levels.\nFunction of AVR and Brushless excitation\nHandling incompetent/difficult staff\nHazards associated with cargoes.\nHV experience and safety precautions\nIG systems, Deck water seal, Fixed O2 analyzers and calibration\nIMO conventions and requirements.\nImportance of testing Quick closing valves/ Fire flaps/ Emergency bilge suction / CO2 / FFA equipment.\nIntrinsically Safe/Explosion proof fittings\nIT experience\nLNG pumping systems and HV equipment\nNewbuilds\nOnboard Accounting procedures\nOperation of cargo handling equipment and construction of tanks.\nOrdering & Purchase of victuals and stores,\nPersonal safety, Ship safety & protection of the environment.\nPreparations for all surveys.\nPSC, SIRE, ISM, ISPS and other industry inspections.\nPTW systems, ISM requirements, Risk assessment\nRefit Experience\nReverse power trips\nReversing, Cylinder lubrication, Performance measuring.\nRoutine Maintenance\nRoutine maintenance, Emergency operation. Cylinder Liner oil retention, piston rings and quills.\nSafety equipment\nSteam driven cargo pumps, Frame systems.\nSteering Gear, Evaporators, Air compressors, Hotel Services and Fridge systems.
