This individual will work with a team to perform financial management functions across the portfolio of programs under PMS-317. The ideal candidate has DoD financial management experience to include in-depth familiarity with the PPBE process and Defense Business Systems.\nResponsibilities\nThe following reflects management’s definition of essential functions for this job but does not restrict the tasks that may be assigned. Management may assign additional duties and responsibilities to this job at any time due to reasonable accommodation or other reasons.\nProvide financial analysis in support of PMS-317 portfolio of projects across the Planning, Programming, Budgeting, and Execution (PPBE) process.\nProvide financial management and analytical support to PMS-317 staff and leadership, leveraging a myriad of systems including Navy Enterprise Resource Planning (ERP), Program Budget Information System (PBIS), NAVSEA Enterprise Planning Systems (NEPS), Research, Development, Test and Evaluation Documentation System (RDOCS), Procurement Documentation System (PDOCS), Computer Optimized Batch Reconciliation Application (COBRA), NAVSEA Enterprise Data Warehouse (EDW), Advana and COMPASS. \nCoordinate, support, and analyze Program Objective Memorandum (POM), Budget Estimate Submission (BES), Program Budget Review (PBR), and President’s Budget (PB) submissions for PMS-317.\nProvide expertise and support coordinating all aspects of annual Business Planning for PMS-317.\nMeasure organizational performance; assess the effects of various programs and policies on the budget. Identify risks and communicate with PMS-317 leadership.\nExamine budget estimates or proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives.\nPerform cost-benefit analyses to review financial requests, assess program tradeoffs, and explore alternative funding methods.\nConduct training sessions for company or government agency personnel regarding new budget procedures.\nDevelop and/or update budget reports each budget submission to show program funding summaries across the future years defense plan (FYDP). This will include identifying/tracking changes from previous submissions and any deltas against program requirements. \nPrepare financial briefing documentation to include tables or charts summarizing program funding, execution performance, and overall program status. \nCreate briefs for Program Requirement Reviews or other Program Objective Memorandum (POM) briefs ensuring all information is accurate, formatted correctly, and consistent throughout. \nRegularly monitor and communicate changes against programs using PBIS or other sources as appropriate. This will include reporting on both pending changes and locked/final controls.\nQualifications\nThe ideal candidate possesses expertise and experience in financial analysis. In lieu of the desired degree, 5 years of relevant experience in business, finance, or accounting will be considered adequate education.\nClearance Requirements: Must be a US Citizen with the ability to obtain a government-issued CAC and possess an active Secret clearance.\nPhysical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:\nAbility to perform repetitive motions with the hands, wrists, and fingers.\nAbility to engage in and follow audible communications in emergency situations.\nAbility to sit for prolonged periods at a desk and working on a computer.\nThe Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $80,000.00 to $120,000.00 (annualized USD).
