These roles are central to building sustainable in-house expertise that supports the design, delivery, operation and continuous improvement of digital products and services across National Highways.\nWe are seeking a Product Manager to lead the successful delivery and ongoing evolution of products that provide measurable value to users and the organisation. Working within multidisciplinary teams, you will be responsible for shaping product direction, making informed prioritisation decisions, and ensuring that products continue to meet user and business needs throughout their lifecycle.\nThis role requires a balance of strategic thinking and practical delivery leadership. You will work closely with business stakeholders, operational teams, technical specialists, suppliers and delivery teams to align competing priorities, manage risks and dependencies, and drive informed decision-making. You will be accountable for ensuring that products deliver meaningful outcomes, remain aligned to organisational objectives, and continually improve based on user feedback, operational insight and performance data.\nYou will champion user-centred design, accessibility and evidence-based decision making while helping to embed modern product management practices across the organisation.\nThis is a hybrid role requiring two days per week in the office, based at any National Highways office location. Travel to attend team meetings and stakeholder engagements will be required.\n\nWhat you'll be doing\nDefine and communicate a clear product vision, roadmap, OKRs and KPIs, ensuring alignment with user needs, organisational strategy and measurable outcomes.\n\nUse user research, performance data, analytics and operational insight to drive value, continuous improvement and product performance in live operation.\n\nPrioritise and balance user, business, technical and operational needs, managing risks, dependencies, constraints and available capacity to maximise value delivery.\n\nProvide strong product leadership to multidisciplinary teams and stakeholders, enabling effective decision-making, iterative delivery and successful outcomes.\n\nEnsure products and services meet accessibility, security and service standards, while supporting investment decisions, supplier management and the adoption of product management best practices.\n\nAbout You.\nTo be successful in this role, you will be an experienced Product Manager who is comfortable working in a complex environment, balancing strategic priorities with day-to-day delivery responsibilities.\nProven experience leading digital products and services across the full lifecycle, from discovery and delivery to live operation and continuous improvement.\n\nStrong Agile delivery expertise, working with multidisciplinary teams to foster collaboration, adaptability and continuous improvement.\n\nExcellent stakeholder management and influencing skills, building relationships and aligning priorities across technical and non-technical audiences.\n\nUser-centred and data-driven approach, leveraging user research, service data, KPIs and insights to inform product decisions and prioritisation.\n\nSkilled at balancing business value, user outcomes, risk, cost, governance, accessibility and technical considerations, including supplier and third-party management.\n\nAbout us.\nHere at National Highways, we manage and improve England’s motorways and major A roads, helping our customers have safer, smoother and more reliable journeys.
