Secret clearance.\nCertification Requirements: Project Management certification (PMP or other qualifying certification), Scrum Master certification, and DoD 8140 baseline certification for the IT Project Manager role.\nPosition Summary\nNationwide IT Services (NIS) is seeking a highly qualified Task Order Project Manager to lead the delivery of a federal IT application modernization and sustainment program supporting the Defense Logistics Agency (DLA). The Project Manager will oversee program execution, personnel, schedules, deliverables, risks, and customer communications while ensuring successful application sustainment, modernization, and cybersecurity support.\nThe successful candidate will provide leadership across technical and functional teams, oversee Agile development activities, serve as Scrum Master, and coordinate closely with government stakeholders to ensure program objectives, performance standards, and contractual requirements are achieved.\nThis position is contingent upon contract award and funding.\nKey Responsibilities\nLead and manage the overall execution of federal IT application modernization, sustainment, and cybersecurity support activities.\nOversee project schedules, personnel assignments, technical performance, contractual deliverables, and program risks.\nServe as Scrum Master, facilitating Agile ceremonies, sprint planning, backlog refinement, sprint reviews, retrospectives, and daily stand-up meetings.\nManage Jira-based project planning, user stories, product backlogs, sprint execution, dashboards, and performance reporting.\nCoordinate multidisciplinary teams of software architects, developers, engineers, cybersecurity professionals, and technical support personnel.\nDevelop and maintain project management plans, modernization roadmaps, schedules, and Plans of Action and Milestones (POA&Ms).\nMonitor application sustainment and modernization activities to ensure compliance with contractual performance requirements and service availability standards.\nCoordinate contractor onboarding, offboarding, required training, certifications, and personnel coverage to ensure continuity of operations.\nIdentify and mitigate project risks, resolve technical and operational challenges, and ensure timely completion of assigned tasks.\nConduct regular program reviews and communicate project status, accomplishments, risks, and corrective actions to government stakeholders.\nPrepare and submit monthly progress reports, project plans, technical status updates, and other required contractual deliverables.\nCoordinate with the Contracting Officer's Representative (COR), government program managers, and technical stakeholders to ensure alignment with program priorities.\nSupport Agile development, DevSecOps practices, continuous integration/continuous delivery (CI/CD), and application modernization initiatives.\nEnsure deliverables meet government quality standards, contractual requirements, and established deadlines.\n Required QualificationsMinimum of five years of relevant information technology experience.\nMinimum of five years of progressively responsible leadership experience.\nDemonstrated experience managing federal IT programs involving application modernization, software development, sustainment, or related technical services.\nExperience leading multidisciplinary technical teams and coordinating complex project schedules, resources, and deliverables.\nExperience serving as Scrum Master and managing Agile software development activities.\nProficiency with Atlassian Jira for sprint planning, backlog management, task tracking, dashboards, and reporting.\nExperience developing project plans, managing program risks, tracking milestones, and preparing customer-facing progress reports.\nStrong communication, organizational, problem-solving, and stakeholder management skills.\nProject Management Professional (PMP) certification or other qualifying Project Management certification.\nScrum Master certification.\nDoD 8140 baseline certification applicable to the IT Project Manager role.\n Minimum EducationBachelor's degree (BA/BS) from an accredited institution.\nFour additional years of related experience may be substituted for the degree requirement.\nSecurity RequirementsFavorable Tier 3/NACLC/ANACI investigation required at the time of proposal submission.
