These activities support the safe and efficient operation of the Air Navigation System through the validation of instrument and visual flight procedures, the assessment of air navigation system from a variety of aircraft systems to validate aeronautical information and ensure instrument procedures are operationally suitable for the aircraft types flown.\nConduct technical assessments of certified and experimental aircraft communication, navigation, and surveillance (CNS) systems.\nTest communication, satellite-based navigation, and surveillance systems to evaluate, promote, and implement emerging aviation technologies.\nConduct and manage fixed-wing flight test operations to verify compliance with airworthiness standards applicable to aircraft communication and navigation systems.\nPerform aerial surveys to support the certification and validation of obstacle data within the Canadian Air Navigation System (ANS).\nInvestigate aviation occurrences related to communication, navigation, and surveillance systems and procedures.\nProvide quality assurance analysis and assessments of radar, satellite-based, and conventional navigation procedures.\nConduct flight inspection and calibration activities for communication, navigation, and surveillance ground-based equipment.\nLead mission planning and execution by identifying objectives, estimating resource requirements, assigning work, developing and approving tactical plans, managing flight crews across three bargaining units, assessing performance, and overseeing daily aircraft operating budgets.\nPilot aircraft in support of operational, flight test, inspection, and survey missions.\nJob Requirements\nEducation:\nPossess and maintain a valid Canadian Airline Transport Pilot Licence (ATPL), a Group 1 Instrument Rating (IR), and a Restricted Operator Certificate with Aeronautical Qualification (ROC-A).\nExperience:\nMinimum 4,000 hours flight time in aeroplane with 1000 hours flight time in multi crew large aeroplane as pilot-in-command.\nExperience in flight operations procedure development, safety management systems, CRM facilitation and training.\nExperience leading or conducting projects and/or programs.\nKnowledge:\nExpert knowledge of aviation regulations and standards across Canada, the United States, and ICAO, including aircraft operations, specialty aircraft, and flight inspection activities.\nComprehensive understanding of airspace and air navigation systems, including airspace structures, navigation aids, instrument procedures, and ATS specialty procedures.\nExpertise in flight inspection and testing, including calibration of navigational systems, post-maintenance test flights, and certification of visual and electronic aids to navigation.\nStrong knowledge of aircraft systems and operations, including avionics, flight management systems, simulators, and the operational characteristics of civil and military aircraft.\nAbility to assess and manage operational risks and make independent decisions, including authority to revoke procedures or remove systems from service with awareness of safety and financial impacts.\nExperience representing NAV CANADA nationally and internationally, providing expert input on airspace, aircraft operations, and procedure development in collaborative forums.\nAbilities:\nDevelop and write standards, specifications, procedures, and manuals related to instrument procedure validation, aircraft operations, and flight testing.\nInstruct peers and subordinates on new specialized systems, procedures, and operational techniques.\nExecute precision flight profiles to support technical flight inspections, while managing air traffic, weather, and ATC coordination.\nLead and manage a 6 person aircraft crew for up to a 6-day duty period, ensuring safety, security, and effective resource use in high-risk environments.\nIdentify and mitigate operational deficiencies in airline procedures, aircraft operations, and airspace structures to prevent safety risks and financial loss.\nMake decisions and recommendations with national impact on civil aviation safety, maintaining situational awareness in complex and high-risk flight environments.\nPersonal Suitability:\nThe ability to lead a team and coordinate external agencies and personnel to accomplish high precision tasks in a high risk and complex matrix environment.\nThe ability to exercise initiative and judgment in matters related to the approval or rejection and / or the recommendation of changes to all types of instrument approach procedures, airspace reorganization initiatives and airport arrival and departure procedures which are critical to the proper function of the air navigation system.\nDemonstrates strong interpersonal and behavioral skills, including a consistently positive attitude, commitment to service and achievement, and a respectful, team-oriented approach-especially when working closely with the same crew on extended missions.\nExhibits flexibility in leadership, confidently transitioning between leading and supporting roles depending on the operational context and crew dynamics.\nValues and actively contributes to a collaborative team environment, recognizing the importance of shared responsibility and mutual support in achieving mission success.\nWorking conditions:\nTravel required.\nFlexible work arrangements:\nThis position involves performing administrative office duties approximately 50% of the time, which can be performed
