NCS is a subsidiary of the Singtel Group.\n Job Summary\nThe Infrastructure & Cybersecurity Project Manager is responsible for leading the planning, delivery, and assurance of complex infrastructure and cybersecurity initiatives. This role ensures projects are delivered on time, within scope and budget, while meeting security, regulatory, and operational requirements. The position combines project management leadership with cybersecurity architecture advisory to support secure-by-design outcomes across IT, cloud, and enterprise systems.\nResponsibilities | CORE\nProject & Service Delivery\nLead end-to-end delivery of infrastructure and cybersecurity-related projects, ensuring quality, schedule, cost, and compliance targets are met.\nEstablish and manage project plans including schedules, budgets, quality, communications, risk, and change management.\nOversee integration of infrastructure and security components spanning networks, servers, cloud platforms, applications, and data migration.\nMonitor project financial health, manage forecasts, and resolve cost or schedule overruns.\nTrack progress, manage risks and issues, and provide regular reporting to senior management and customers.\nLead smooth transition from project delivery to operations, ensuring service levels, security controls, and compliance are maintained.\nCybersecurity Design & Architecture Assurance\nLead the design and evaluation of security controls for new systems, platforms, cloud solutions, and major transformation programmes.\nProvide advisory to project teams, solution architects, and engineers on system hardening, network segmentation, identity security, cloud security, and application security.\nConduct architectural risk assessments and security design reviews, identifying weaknesses and recommending effective mitigation measures.\nSupport security assurance activities by reviewing system configurations, deployment architectures, and integration designs against approved security patterns.\nTrack architecture compliance, deviations, and remediation plans, clearly presenting risks and recommendations to stakeholders.\nCapability Development & Technology Evaluation\nIdentify and drive cybersecurity capabilities aligned with organisational cyber roadmaps (e.g. Zero Trust, identity-centric security, cloud-native security, advanced monitoring).\nEvaluate emerging security technologies and lead proof-of-concepts to validate feasibility, effectiveness, and architectural fit.\nSupport planning and implementation of strategic cybersecurity architecture initiatives.\nStakeholder, Vendor & Team Management\nEngage customers, business units, engineering teams, vendors, and regulators to ensure solutions are practical, adoptable, and aligned with business needs.\nManage contracts, procurement activities, and government-approved vendors in accordance with public sector requirements.\nLead and motivate multi-disciplinary project and technical teams, optimising resource utilisation and performance.\nCommunicate effectively with technical and non-technical stakeholders, providing clear architectural, risk, and delivery insights.\n Bachelor’s degree in Cybersecurity, Information Systems, Computer Science, or related discipline.\n8-10 years’ experience in infrastructure project management, cybersecurity architecture, or security engineering within complex enterprise environments.\nActive project management certification (e.g. PMP, CITPM).\nStrong knowledge of IT infrastructure, cloud platforms, and enterprise security architectures.\nIn-depth understanding of NIST CSF, ISO/IEC 27001, CIS Controls, PDPA, CCoP, and Singapore public sector security requirements.\nProven leadership, analytical, stakeholder management, and communication skills.\nWe are driven by our AEIOU beliefs-Adventure, Excellence, Integrity, Ownership, and Unity-and we seek individuals who embody these values in both their professional and personal lives.
