This role provides senior-level oversight to Construction Managers and field leadership to deliver safe, high-quality work on schedule and within approved budgets, in accordance with customer specifications, NTI standards, and contractual requirements.\nThe Senior Construction Manager translates operational priorities into executable field plans, resolves cross-team constraints, validates forecasts and performance, develops Construction Managers, and serves as an escalation point for field execution. Project Managers retain responsibility for contractual and commercial project administration, while Operations leadership retains division-level resource and policy authority.\nPrimary Responsibilities\n1. Field Leadership & Management Oversight\nDirect and coach assigned Construction Managers and field leadership across multiple crews, shifts, or work areas.\nEstablish consistent expectations for daily kickoffs, shift handoffs, production reviews, and field accountability.\nValidate CM staffing plans, assignments, leadership coverage, and escalation practices.\nIntervene in systemic field obstacles and coordinate solutions across projects or disciplines.\nDevelop succession plans and identify high-potential field leaders.\n2. Project Execution & Operational Planning\nOversee execution against IFC drawings, scopes of work, customer standards, NTI standards, safety requirements, and approved schedules.\nIntegrate three-week look-ahead plans, construction sequencing, access constraints, material readiness, and labor loading.\nReview CM execution plans and confirm that handoffs between installation, splicing, testing, validations, and closeout are coordinated.\nLead recovery planning for underperforming work fronts and elevate scope or schedule changes to Project Management.\nStandardize field execution practices across assigned projects.\n3. Safety Leadership\nChampion zero-incident expectations and visible field leadership.\nVerify CM enforcement of JHAs, safety briefings, PPE, inspections, incident reporting, near-miss investigations, and Stop Work Authority.\nReview trends from safety audits and corrective actions; ensure timely closure and lessons learned.\nCoordinate with Safety leadership on higher-risk operations and recurring hazards.\n4. Production & Resource Management\nOwn aggregate production performance across assigned work fronts and review daily and weekly production reporting.\nValidate productivity assumptions and manpower forecasts for fiber installation, conveyance, racks/cabinets, splicing, testing, labeling, and closeout.\nBalance crews and specialized resources within delegated authority to protect critical milestones.\nAnalyze labor efficiency, planned-versus-actual output, crew utilization, and recurring production constraints.\nImplement corrective actions when production trends threaten commitments.\n5. Quality Assurance & Technical Compliance\nProvide oversight of field inspections, workmanship, test results, punch lists, and customer acceptance readiness.\nVerify adherence to applicable BICSI and other relevant standards, manufacturer requirements, NTI quality standards, and customer specifications.\nReview recurring defects, rework trends, and corrective action effectiveness.\nCoordinate with Field Engineering, QA/QC, and Project Management to resolve technical ambiguities and document deviations through approved processes.\n6. Customer Relations & Escalations\nRepresent NTI in customer coordination meetings and significant field-level escalations.\nProvide accurate status, constraint, and recovery updates with consistent messaging across assigned Construction Managers.\nResolve operational concerns within delegated authority and promptly escalate contractual or commercial issues.\nMaintain professional written and verbal communication that protects customer confidence and NTI’s reputation.\n7. Workforce Development & Accountability\nCoach Construction Managers on planning, communication, performance management, and documentation.\nReview staffing, onboarding, training needs, rotations, and leadership coverage with Operations and HR.\nEnsure consistent, fact-based employee accountability and appropriate use of established corrective action processes.\nSupport performance evaluations, promotion recommendations, and leadership development.\n8. Subcontractor Oversight\nMonitor subcontractor safety, quality, manpower, productivity, and schedule commitments through assigned Construction Managers.\nCoordinate field integration, workfront readiness, and performance recovery plans.\nReview field quantities and supporting documentation for invoice validation; refer contractual and rate matters to authorized personnel.\nEscalate persistent subcontractor performance or compliance concerns.\n9. Logistics & Asset Coordination\nConsolidate material, tool, vehicle, rental equipment, and specialty testing/splicing resource forecasts.\nCoordinate with Logistics and Fleet & Asset Management to address shortages, calibration, repairs, movement, and accountability.\nValidate material staging, inventory controls, and readiness against upcoming work packages.\n10. Schedule & Recovery Management\nReview three-week look-aheads and critical path risks with Construction Managers and Project Management.\nCoordinate cross-project dependencies, shift transitions, and workfront availability.\nDevelop measurable recovery actions, responsible owners, and follow-up dates for schedule variance.\nCommunicate field schedule impacts early enough for formal project controls and customer coordination.\n11. Cost Control & Financial Stewardship\nReview labor budgets, overtime, productivity, equipment utilization, rework, travel, and material waste trends.\nValidate field inputs used in estimates to complete (ETCs), labor forecasts, and weekly cost reviews.\nRecommend operational changes to protect gross profit while maintaining safety and quality.\nIdentify potential change-order events and ensure timely documentation and referral to Project Management.\nDo not authorize unapproved commercial commitments or scope changes.\n12. Reporting, Documentation & Controls\nEnsure timely and accurate daily reports, headcount, production quantities, quality records, safety observations, and issue logs.\nAudit reporting consistency across Construction Managers and correct gaps in supporting records.\nMaintain clear action registers, escalation records, and recovery-plan status.\nSupport turnover, as-built documentation, and project closeout readiness.\n13. Cross-Functional Communication\nAct as the senior field coordination point among Operations leadership, Project Managers, Construction Managers, Field Engineering, Safety, Logistics, customers, and subcontractors.\nLead structured operational reviews and communicate decisions, owners, deadlines, and escalations.\nAlign multiple work fronts without bypassing project controls, customer authorization, or reporting requirements.\nLeadership Expectations\nLead through Construction Managers rather than replacing routine CM ownership of daily field execution.\nDemonstrate sound judgment, composure, professionalism, integrity, and consistent accountability.\nMake decisions using field data, contractual requirements, technical standards, and operational risk.\nBuild repeatable systems, mentor successors, and drive continuous improvement.\nEscalate material safety, financial, schedule, staffing, or customer risks promptly.\nKey Performance Indicators (KPIs)\nSafety\nRecordable incident performance; JHA completion; audit scores; near-miss and corrective-action closure.\nProduction & Schedule\nMilestone adherence; planned percent complete (PPC); daily/weekly production attainment; labor productivity; forecast accuracy; recovery-plan effectiveness.\nQuality\nInspection and testing pass rates; rework percentage; punch-list closure; customer findings; acceptance readiness.\nFinancial\nLabor budget performance; forecast-versus-actual labor; overtime; equipment utilization; material waste; documented cost risks.\nLeadership & Customer\nCM development and retention; staffing readiness; reporting timeliness; customer issue response and resolution.\nDecision-Making Authority\nDirect assigned Construction Managers and coordinate field staffing and production priorities within approved plans.\nReallocate assigned crews and resources within delegated limits and in coordination with affected project leadership.\nStop unsafe work and require corrective action before resumption.\nApprove routine field execution adjustments that remain within approved scope, safety requirements, budget, and delegated authority.\nRecommend staffing, equipment, schedule recovery, and process improvements for Operations approval.\nEscalate contract changes, pricing, budget increases, significant resource transfers, and customer commitments to authorized leadership.\nCore Competencies\nTechnical\nISP/OSP and bulk fiber construction; fiber splicing and OTDR/OLTS testing; structured cabling; conveyance; racks/cabinets; IFC drawings; acceptance testing; QA/QC.\nLeadership\nMulti-team management; CM coaching; accountability; conflict resolution;
