Perform building inspection to determine structural soundness and compliance with specifications and permit services for new and remodeled construction, design, quality of materials, use and occupancy and locations of structures and buildings in Doña Ana County in accordance with applicable laws, regulations, and county ordinances.\nESSENTIALDUTIES.\nInspect industrial, commercial, residential buildings, during various stages of construction and remodeling; make independent decisions regarding compliance with codes and ordinances of the county, state and federal agencies and constructions methods.\n\nAnalyze buildings undergoing change of use or occupancy, buildings being moved or demolished, and damaged or dilapidated buildings or structures; provide viable alternatives to bring building into compliance.\n\nDetermine extent of damage, safety factors and necessary permits required to repair.\n\nConduct inspections to assure compliance with codes, county ordinances and state regulations.\n\nPrepare reports and maintain files of inspections and issue permits andcitations.\n\nCoordinate and schedule inspection requests regarding permits.\n\nProvide quality customer service.\n\nConduct pre- and post-installation site checks and for compliance with skirting and setback requirements for mobile and manufactured homes.\n\nADDITIONAL DUTIES. Other duties as assigned.\nQUALIFICATIONS.\nA. Education. High School Diploma or equivalent.\nB. Experience. Applicant shall qualify by meeting the requirements for examination for general building inspector licensure within three (3) months of date of hire. Applicant shall acknowledge and meet the requirements for general building inspector by the State of NM, C.I.D. and NMAC as follows.\nGeneral construction: Three (3) years of foreman experience.\n\nCandidates with at least one year of foreman level experience may substitute technical, university, or college training in a general construction field for up to two (2) years foreman level experience. One (1) year of technical, university or college training shall equal 1/2 a year of foreman level experience.\n\nCandidates may substitute five (5) years of work experience as a certified building inspector from a recognized jurisdiction, and at least two (2) years of related trade experience or construction related technical, university or college training.\n\nBilingual English/Spanish preferred.\nC.Education/Experience substitution. In accordance with County policy and the required experience listed under letter B. No substitution for required education.\nD. Licenses/Certifications. Valid driver's license. Must maintain a valid driver’s license and an acceptable driving record in accordance with County policy. Must obtain and maintain NM CID Building Inspector certification within three (3) months and Residential and Commercial Building Inspector Certification from the International Code Council within one (1) year of hire date. Additional ICC certification(s) preferred. Additional NM CID certification(s) preferred. A GB2 or GB98 license issued by the State of New Mexico or a similar license from another state preferred. Note: Applicants who have not obtained the required inspector certification and are qualifying based on prior experience must meet the experience requirements established by NMAC 14.6.5.8, including the required timeframe for qualifying experience.\nE. Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Must pass pre-employment background check and driving recordcheck.\nKNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:\nKnowledge of:\nConstruction principle and practice of the building trade within the construction industry.\n\nApplicable building code and county ordinance related to residential and commercial construction.\n\nCounty policy and state, federal, and local building, zoning, housing, and safety law, rule, ordinance, code, and regulation.\n\nPrinciple of record keep and record management.\n\nStandard procedure in a technical field that requires extended training or experience to perform work such as adapt equipment with consideration of equipment function characteristic.\n\nSkill in:\nEstablish and maintain cooperative work relationships with employees, officials, other agencies, and the general public.\n\nOperate a personal computer and utilize variety of business software.\n\nFollow and effectively communicate verbal and written instruction.\n\nAbility to:\nInterpret and apply statutes, rules, ordinances, codes, and regulations.\n\nInterpret adopted building code and regulation and compare with construction in progress.\n\nPlan, prioritize, and schedule multiple tasks, projects, and demands.\n\nAssess, analyze, identify, and recommend solutions to problems.\n\nInterpret results of test based on previous experience and observation rather than direct instrument reading or other measures.\n\nExtract information from various sources with consideration of applicability, characteristic, and quality of the source.\n\nCompensation Range\n$23.53 - $38.19Doña Ana County is an Equal Employment Opportunity Employer.
