Planning and Development Review\nGather, analyze, and review data to ensure compliance with County standards, regulations, and applicable requirements.\nReview and process applications, permits, site plans, subdivisions, property deeds, master plans, subarea plans, zoning requests, variances, and special use permits.\nDevelop recommendations and summarize issues related to land use, development proposals, and planning applications.\nAssist applicants through the pre-application process and Development Review Committee submittals.\n2. Research and Analysis\nResearch properties and conduct field inspections to evaluate planning characteristics and identify development considerations.\nPrepare studies, reports, statistical analyses, and other planning documents to support decision-making processes.\n\nResearch governing directives, regulations, and policies to answer questions and resolve routine planning issues.\n\nRecommend revisions to regulations, procedures, and planning documents based on research findings and analysis.\n\n3. Land Use and Mapping\nAssist with mapping zoning boundaries and land use changes.\n\nMaintain zoning maps and related planning records to ensure accuracy and completeness.\n\nEvaluate land use patterns and development trends to support planning initiatives and regulatory compliance.\n\n4. Technical Assistance and Customer Service\nInterpret and apply planning principles, County codes, state laws, regulations, and development review procedures.\n\nProvide technical guidance and assistance to County officials, staff, agencies, developers, residents, and the public.\n\nAssist customers at the public counter and respond to inquiries regarding planning processes, applications, permits, and departmental procedures.\n\n5. Public Engagement and Administrative Support\nConduct presentations and represent the department at organization meetings, community meetings, public hearings, governmental proceedings, and legal processes.\n\nCollaborate with elected officials, community organizations, public agencies, and private-sector stakeholders to support outreach and planning initiatives.\n\nPrepare agendas, meeting packets, correspondence, and related administrative materials.\n\nFollow and uphold all County and departmental policies, procedures, and professional standards.\n\nADDITIONAL DUTIES. Other duties as assigned. May be required to work outside of normal working hours; evenings, early mornings, and/or weekends to meet the needs of certain projects.\nQUALIFICATIONS\nA. Education. Bachelor’s degree from an accredited university in City and Regional Planning, Geography, Architecture, Landscape Architecture, Government, Public Administration, or related field.\nB. Experience. Two (2) years of experience in the area of public planning, zoning or similar capacity.\nC. Education/Experience substitution. In accordance with County Policy.\nD. Licenses/Certifications. Valid driver’s license. Must maintain a valid driver’s license and an acceptable driving record in accordance with County policy. Certification from the American Institute of Certified Planners (AICP) or working towards professional certification desired.\nE. Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Must pass pre-employment background check and driving record check.\nKNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION\nKnowledge of:\nPrinciples of land use planning, state statutes and county codes and ordinances pertaining to zoning, land use and subdivisions.\n\nApplicable federal, state, and local laws, regulations, codes, ordinances, and policies related to planning and development.\n\nLand use concepts, urban development, demographics, and related planning disciplines.\n\nResearch methods, data analysis techniques, and report preparation.\n\nStatistical applications used in regional planning modeling.\n\nTransportation system analysis.\n\nGeographic Information Systems (GIS), mapping applications, and other software used in planning and development review.\n\nSkill in:\nAnalyzing data, evaluating alternatives, and developing sound recommendations.\n\nConducting research and preparing technical reports, correspondence, and presentations.\n\nMaintaining accurate records and managing planning-related information.\n\nUsing computers and software applications, including word processing, spreadsheets, databases, GIS, and related systems.\n\nCommunicating effectively both orally and in writing.\n\nAbility to:\nInterpret and apply laws, regulations, policies, and technical information.\n\nEstablish and maintain effective working relationships with employees, public officials, applicants, stakeholders, and the public.\n\nManage multiple assignments, establish priorities, and meet deadlines.\n\nWork independently while exercising sound judgment and recognizing when issues should be elevated to management.\n\nCoordinate activities with multiple departments, agencies, and external stakeholders.\n\nAdapt to changing priorities and work effectively in a dynamic environment.\n\nWork effectively with individuals from diverse backgrounds and perspectives.\n\nCompensation Range\n$56,825.60 - $92,227.20Doña Ana County is an Equal Employment Opportunity Employer.
