QUALIFICATIONS\nMust have 3+ years' experience as a 1st Assistant Engineer.\n\n2+ years of maintenance experience in an offshore drilling operation\n\n3+ years of experience working in IFS.\n\nMaintenance experience in an offshore drilling operation preferred.\n\nMust have strong experience with mechanical and electrical systems and equipment.\n\nWorking knowledge of HSE practices common to the industry and the company\n\nFamiliar with application of the HSE Management System and continuous improvement\n\nMust have basic Preventive Maintenance Systems (PMS) knowledge.\n\nWorking experience reading and interpreting electrical and mechanical drawings.\n\nStrong experience with pneumatic and hydraulic systems is required.\n\nMust be self- sufficient in trouble shooting and repairing systems.\n\nMust be able to work without constant supervision.\n\nOffshore survival and medical certificates as mandated by government/client regulations are required.\n\nValid Unlimited 1st Engineer/Chief Engineer national license. USCG license endorsed as: First Assistant Engineer for Steam, Gas, or Motor of Unlimited Horsepower.\n\nFederal EPA Universal refrigerant handling (certificate/card reflecting document number), if applicable.\n\nValid Marshall Island Endorsement.\n\nValid BOSIET CA EBS\n\nStrong knowledge of A/C drive power generation systems in diesel-electric and mechanical propulsion systems.\n\nThorough knowledge of maintenance, operations and a solid background in electronic automation.\n\nStrong knowledge of hydraulic, electro-hydraulic and pneumatic systems.\n\nExperience in HVAC/ refrigerant recovery helpful.\n\n ESSENTIAL FUNCTIONS\nEnsures through observation, records and inspections, that all mechanical, pneumatic and hydraulic equipment and systems meet regulatory as well as Noble Drilling’s requirements.\n\nComplete understanding and use of the Noble’s Maintenance System.\n\nEnsures all mechanical, pneumatic and hydraulic maintenance is performed in accordance with Noble Drilling’s maintenance system, equipment manufacturer’s recommendations, the Vessel Operating Manual and regulatory requirements and codes.\n\nMonitors or performs repairs and rebuilds mechanical, pneumatic and hydraulic systems and equipment, ensuring they are performing properly, safely and economically.\n\nOversees modifications to mechanical, pneumatic and hydraulic systems and equipment.\n\nMaintains updated vessel drawings.\n\nPerforms troubleshooting and repair of equipment.\n\nPerforms daily visual inspections of equipment and diagnoses actual and potential malfunctions, ensuring potential hazards and abnormal operating conditions are addressed quickly and that any deteriorating conditions are reported.\n\nInitiates analysis and identifies the root cause of failures on the vessel’s mechanical, pneumatic and hydraulic equipment and systems.\n\nEnsures records and documentation for general maintenance, operation and repairs are kept accurate and up-to-date.\n\nMonitors equipment logs, ensuring operating and maintenance standards are maintained.\n\nMakes recommendations on repair priorities.\n\nImplements the Preventive Maintenance System (PMS) for the mechanical, pneumatic and hydraulic equipment. Maintains PMS records, ensuring the quality and timeliness of preventive maintenance.\n\nReviews equipment and spare parts inventories, ensuring adequate and accurate inventory. Investigates and resolves discrepancies as necessary.\n\nRequisitions spare parts, tools and materials for mechanical, pneumatic and hydraulic equipment.\n\nCarries out inspections and audits in accordance with the HSE Management System requirements.\n\nDevelops and implements Job Safety Analysis and prepares hazard assessments as required.\n\nEnsures adherence to all Noble Drilling’s safety policies and procedures.\n\nPerforms other duties and special projects as requested by management.\n\nEnsure compliance to Company policies, local and international regulations relating to the operation of the rig, and current pollution regulations.\n\nMonitor the power plants controls and power distribution; ensure that power is available at all times.\n\nEnsure that the permit to work system is in place and followed.\n\nParticipate in the effective management of the Rig Maintenance System (RMS) and ensure all records are maintained on a timely basis.\n\nOperate, maintain and repair as necessary the engine cooling water system, lube oil system, and fuel system.\n\nSupervise the maintenance and repair of all pumps and valves of the ballast system, thrusters, associated driven pumps and auxiliary equipment.\n\nLiaise with the marine department regarding the loading, ordering and use of fuel, potable water and drill water in consideration of the rig’s stability.\n\nPlan equipment periodic maintenance according to the PMS guidelines and coordinate that maintenance with Chief Engineer or Maintenance Supervisor and other department heads.\n\nEnsure that reports for repair and maintenance of equipment are accurate and complete.\n\nCarry out classification society surveys as part of continuous survey of machinery.\n\nAssist the Chief Engineer or Maintenance Supervisor to ensure all third-party equipment is fit for purpose, certified, correctly installed, and maintained while on the rig.\n\nMaintain an adequate supply of spares to fulfill maintenance requirements and facilitate a safe and efficient operation.\n\nInform the Chief Engineer or Maintenance Supervisor and other department heads of any technical problems or limitations that may affect the safe operation of the rig.\n\nImplement outstanding recommendations from audits, as issued by Clients, Regulatory Authorities or rig management.\n\nAssist the Chief Engineer or Maintenance Supervisor in supplying information for maintenance and repair budget.\n\nCommunicate equipment problems or breakdown information via direct supervisor to Field Support Group.\n\nMust be competent and skilled in the use of condition monitoring equipment, including basic interpretation.\n\nIncorporate the STOP the job planning process into all tasks, whether working alone or as a part of a team,\n\nParticipate in the STOP the job process.\n\nEnsure subordinate personnel are properly trained in the STOP the job process.\n\nEnsure DROPS inspections are conducted according to the rig’s DROPS inspection program.\n\nCall a Time Out for Safety (TOFS) whenever an unplanned hazard or a change in the expected results is observed.\n\nDemonstrate commitment to Company safety policy through the consistent execution of leadership and guidance.\n\nEnsure compliance with regulatory requirements for environmental protection.\n\nActively participate in weekly safety meetings and pre-job meetings as required.\n\nReport any incidents, potential hazards or abnormal situations to the Chief Engineer or Maintenance Supervisor and other department heads.\n\nEnsure that a high standard of hygiene and housekeeping is maintained onboard the rig.\n\nMeeting the training requirements of the applicable training matrix.\n\nParticipate fully in the annual performance appraisal process.\n\nMentor, develop and train crew members to ensure that they are competent to work at their next job level.\n\nEnsure that all subordinates have the necessary skills and experience to fulfill their assigned tasks in a safe and efficient manner.\n\nRecommend promotion or disciplinary action up to and including discharge.\n\nSupervise and guide crew members in their On-the-Job Training (OJT) program.\n\nMaintain discipline onboard and ensure compliance with Company disciplinary procedures.\n\nCarry out the Noble Leadership Model by Developing Yourself, Leading Your Team,
