Our employees are not only part of history, they're making history.Northrop Grumman, Mission Systems (NGMS) is looking for a Manager, Programs Level 3 to lead a production team within Advanced Mission Capabilities business unit’s Restricted organization unit on site in Baltimore, MD.\nWhat You'll Get to Do:\nThe primary objective is delivering contractual requirements on cost and schedule, while achieving technical requirements and creating customer intimacy to support value creation strategies and actions. The individual will lead a cross-functional organization aligned to common program performance goals.\nProgram Managers lead all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). The selected candidate for this position will:\nManage multiple, concurrent firm-fixed-price production programs running concurrently with separately-managed engineering and manufacturing development programs.\nLead and direct cross-functional teams to meet program cost, schedule and technical performance requirements, including periodic estimates at completion (EACs).\nEstablish and coordinate workforce planning and staffing of your program organization to effectively address customer requirements.\nEstablish and monitor adherence to program metrics, milestones, and schedules.\nEstablish and manage program risks and opportunities.\nIdentify and resolve program problems, including management of return-to-green plans.\nServe as primary customer contact for program activities.\nEffectively communicate and present to customers, company leadership, and program stakeholders.\nNegotiate key contract terms and conditions, budgets, and schedule milestones and manage change.\nCoordinate proposal preparation, capture plans, proposal statements of work, operating budgets and financial terms/conditions of contract.\nManage government-/customer-furnished equipment and information (GFE, GFI, etc.).\nManage suppliers to meet program objectives.\nAdhere to internal processes, policies, and applicable industry standards.\nEnsure program team understands and adheres to contract scope and manages change.\nFacilitate cross functional teamwork and problem solving.\nBasic Qualifications:\nBachelor's Degree and 8+ years’, Master’s and 6+ years’, or PhD and 2+ years' experience managing Department of Defense, Government contracts, or projects in other industries.\nExperience leading the performance of tasks on schedule and at cost as either project lead, integrated program team lead, or cost account manager.\nKnowledge of EVM (Earned Value Management).\nExperience in affordability, operational efficiency, or build-time acceleration.\nUS Citizenship with an Active DOD Secret Clearance with full investigation within the last 6 years to be considered.\nPrior production experience on a radar or similar system serving in a leadership role in some capacity (i.e. Operations Program Manager, Program Manager, Engineering Manager, Chief Engineer, etc).\nPreferred Qualifications:\nSTEM Degree.\nExperience managing production contracts with multiple concurrent CLINs or contracts with concurrent EMD development.\nExperience leading proposals.\nThe ability to identify, select, direct and manage subcontract and supply chain elements of the program in a manner that supports program goals and company strategy.\nThe ability to recognize and respond to customer needs in order to develop additional sales that support organizational objectives.\nPrimary Level Salary Range: $184,300.00 - $276,500.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
