Our employees are not only part of history, they're making history.Northrop Grumman Defense Systems is currently seeking a Manager 3 - Systems Engineering, Performance, Integration and Test IPTL to support our Stand-in Attack Weapon (SiAW) missile program with our talented Advanced Weapons team. An active Government issued clearance is required to start.\nThe selected candidate will be required to work full-time, on-site at our facility in Northridge, CA.\nThe Systems Engineering, Performance, Integration and Test IPTL manages the technical processes, schedules, budgets, and multidisciplinary teams responsible for developing, integrating and testing, and verifying the requirements and performance of the SiAW missile. The ideal candidate will have experience in the full systems engineering lifecycle of defense development program(s) and leading at least part of that lifecycle. They will also have technical depth on one or more of the subsystems of a defense system, e.g., RF/sensors, guidance, navigation, control, telemetry/communication, and airframe. This candidate will work directly with the program’s Chief Engineer and Program Execution Manager and collaborate with the various IPTs to ensure the design and development of the different subsystems and the integration of those are technically sound on budget, and on schedule.\nResponsibilities:\nEnsure proper engineering rigor across engineering activities via process and documentation/modeling practices (IAW Functional Best Practices and Principles and Operating Practices (PrOP)).\n\nOversee development of requirements, system architecture, digital engineering products, and performance models as well as planning and execution of integration, test, verification, and validation activities for system/subsystem requirements and performance models\n\nManage the system architecture through application of model-based systems engineering practices and the object-oriented system engineering methodology\n\nReview and approve system and subsystem design artifacts (e.g., requirements, interface control documents, models, trade studies, analyses, and test procedures) as well as test results and verification artifacts for technical correctness, completeness, and consistency with the system architecture.\n\nManage vertical and horizontal technical and performance integration throughout product teams and program life cycle.\n\nDevelop and manage key design criteria and technical performance measures\n\nProvide support to the Program Management Office (PMO) and Chief Engineer (CE), including status on technical maturity, risks, issues, and integration challenges.\n\nPlan and execute early integration and interfacing activities with external stakeholders (e.g., government customer, platform integrators, suppliers) to reduce downstream risk.\n\nManage the planning and execution of technical reviews (e.g., CDR, TRR, SVR, FCA/PCA) and ensure entry/exit criteria are met.\n\nEnsure that key System Engineering milestones and accomplishments are met or completed in accordance with program schedule\n\nPartner with Cost Account Manager (CAM) by providing technical insight and guidance to ensure that technical risks, trade-offs, and performance data are incorporated into program-level decisions on cost, schedule, resource allocation, and overall execution\n\nPerform risk and opportunity management IAW the program risk management processes, including identification, assessment, mitigation planning, and tracking of execution effectiveness.\n\nProvide subject matter expertise and technical ownership of critical system functions that cross multiple subsystems.\n\nEffectively communicate the SiAW weapon system technical baseline to internal and external stakeholders.\n\nBasic Qualifications for Systems Engineering Manager 3 - IPTL\nBachelor of Science in engineering discipline and a minimum of eight (8) years of engineering experience; or a Master of Science in an engineering discipline and a minimum of six (6) years of engineering experience: or PhD and four (4) years.\n\nDemonstrated systems engineering leadership experience on major DoD or Government acquisition programs, including leading multi-discipline teams of 20+ engineers.\n\nExperience with model-based systems engineering (MBSE) methods and tools (e.g., SysML modeling environments) applied to system requirements, architecture, and interfaces.\n\nExperience collaborating with customers, end users, hardware teams, software teams, specialty engineering (safety, RAM, survivability, etc.), and suppliers.\n\nExperience leading complex system/subsystem requirement decomposition, design trades, modeling and simulation performance assessments, integration, and verification activities in a multidiscipline environment.\n\nWorking knowledge of the Systems Engineering V-Model and demonstrated experience executing SE workflows, technical reviews, and gated milestones.\n\nExperience mentoring and providing technical guidance and career development feedback to junior engineers.\n\nCurrent Government Secret security clearance adjudicated within the past 5 years with ability to be cleared for a Special Access Program (SAP)\n\nPreferred Qualifications for Systems Engineering Manager 3 - IPTL\nExperience with weapon systems and/or Weapon Open System Architecture (WOSA) or Government Reference Architecture (GRA) or other open systems architecture frameworks.\n\nExperience with digital engineering approaches, including digital threads, integrated digital environments, and model-based integration of design, analysis, and test artifacts.\n\nExperience with mission systems, avionics, or complex embedded systems integrating hardware, software, and firmware.\n\nDemonstrated ability to operate effectively in a fast-paced, cross functional environment with competing priorities and evolving requirements.\n\nStrong decision-making skills and ability to drive technical trades and recommendations with clear rationale and risk/benefit articulation.\n\nExcellent written and verbal communication skills, including preparation and delivery of technical briefings to internal leadership and external customers.\n\nDemonstrated analytical thinking, problem solving ability, and creativity in developing and evaluating system solutions.\n\nPrimary Level Salary Range: $193,000.00 - $289,600.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
