The Division provides applications for case management, jury management, attorney management, electronic filing, online public access, online payment, online jury interaction, and the Judiciary Website.\nIn addition to the applications, CIS has worked with several agencies to develop data sharing interfaces with other agency systems. CIS maintains the infrastructure and security to support the systems and services provided, and the Division provides training, education, and help desk support for the thousands of users of the court management systems. The Division provides project management expertise to the Division and AOC to ensure successful delivery of technology projects.\nThe Division hosts an annual ACAP Systems Conference for the customers who use the AOC-provided systems. The CIS Division is continuing to roll out applications to courts around the state while working to modernize the systems upon which the courts, justice agencies, and law enforcement rely. Our mission is providing technology to ensure justice. Our vision is innovative technology supporting access to justice anytime, anywhere, on any device.\nIn support of our modernization effort, we are building an Agile team capable of modernizing our applications and building a stream of continuous improvement and continuous development. We are seeking team members experienced with UI/UX design and full-stack development in modernizing legacy applications built on Oracle databases using Oracle Forms. Team members with experience in legacy and state-of-the art technologies will be optimal candidates.\nSummary\nThe AOC Database Administrators are responsible for developing and supporting AOC application relational databases including standalone, client-server and web-based databases. DBAs are also responsible for assisting in the further development and enhancement of the architecture. DBAs are required to be familiar with the applications for which they are providing database administration, and experts in the technologies used to develop and manage application databases.\nEducation/Experience\nThe formal education of a bachelor’s degree in Computer Science or a related field and at least five years relevant experience. Relevant advanced technical certifications, and experience managing Oracle, SQL Server databases ,PostgresDB, Amazon RDS, Amazon Aurora, and application servers are highly desired. Knowledge of Arkansas court systems and understanding of the use of technology in court applications is highly desirable. DBAs must have strong computer and communication skills, including proficiency in using Windows, and Linux server operating systems, Microsoft Office 365, strong interpersonal skills, excellent organizational skills, the ability to work independently, multitask and the ability to meet deadlines. DBAs must be familiar with industry accepted business practices, DevOps and agile methodologies.\nRequired Knowledge, Abilities, and Skills\nSome knowledge of Arkansas court case management practices, business processes and procedures are helpful.\nExpert Knowledge of database design.\nKnowledge and experience in Oracle RAC, single instance and SQL Server.\nKnowledge of DataGuard, database backup and recovery procedures, access security and database integrity, database performance tuning, physical data storage design and data storage management.\nExperience and knowledge in supporting application system development life cycle.\nEngage in ongoing process improvement.\nAssist in coordinating software releases.\nFollow quality standards.\nAbility to work in a team.\nKnowledge of Cloud Technologies.\nKnowledge of basic documentation and record keeping procedures.\nKnowledge of database design and development methodologies, including change and version control.\nKnowledge of database administration in Linux, and Windows server operating system.\nAbility to develop, optimize, tune and maintain Oracle database and application servers.\nAbility to apply upgrades and patches to Oracle databases and applications.\nAbility to assist programmers developing reports using Oracle Reports, Crystal Reports, Jasper, Business Intelligence.\nAbility to assist programmers developing database applications using Java, JavaScript, Windows .NET framework, XML, JSON, C, C++, ProC, Perl, Oracle Forms, PL/SQL.\nAbility to effectively multitask.\nAbility to work independently and as part of a team.\nAbility to work well under pressure and meet deadlines.\nAbility to operate standard office equipment and computer software.\nAbility to provide database application support in person and by telephone or e-mail to judicial branch employees.\nAbility to write and execute database design specifications.\nAbility to develop and debug stored procedures, database packages, and database views.\nStrong analytical and creative, problem-solving skills.\nStrong interpersonal skills.\nExcellent oral and written communication skills including the ability to communicate effectively with court and non-court, legal and non-legal, technical and non-technical persons.\nOther duties as assigned.\nExamples of Work\nMonitor, optimize and tune application databases for maximum performance.\nTroubleshoot user-reported database issues.\nWork with all Support Groups to provide technical assistance to application users when needed.\nDocument and report on daily progress, procedures and activities.\nMaintain database and application server documentation.\nDaily Oracle database administration, creation, performance tuning, backup and recovery of Oracle systems including single instance and multiple instance (RAC) databases.\nDaily Oracle application server administration.\nInstall and upgrade Oracle Server, clients and application development programs.\nEvaluate Oracle features and Oracle related products.\nWork with software vendors to identify and resolve technical problems.\nAllocate system storage and plan future storage requirements for all database systems (capacity planning).\nCreate primary database storage structures (tablespaces) and primary objects (tables, views, indexes).\nModifying the database and physical structure of the database, if necessary.\nControl and monitor user access to the database.\nEstablish and maintain sound backup and recovery policies and procedures.\nSetup and maintain documentation and standards.\nAssist developers with data modeling and database design.\nDevelop, maintain and manage utilities for monitoring and maintaining the Oracle database environments.\nWorking Relationships\nThe DBAs have regular contact with elected court officials and court staff, department staff, other state agency/institutions personnel. As representatives of the AOC, the DBAs must maintain a high degree of integrity, decorum and respect for court personnel at all times and possess the ability to communicate with court personnel on all levels. These positions work closely with AOC technical and non-technical staff to develop and maintain application databases that will be used by members of the judiciary and the
