This role supports\na federal financial management shared services program that provides cost allocation, customer billing, financial\nreporting, and customer service operations to multiple federal customer organizations. The developer will prepare and\nvalidate the program’s monthly data and build the dashboards that give program leadership and customer\norganizations clear visibility into cost, workload, and program status.\nThis position is contingent upon contract award.\nDay to day responsibilities include:\nBuild and maintain SQL data extracts and queries from the program’s cost management system to support the monthly close, data validation, and analysis.\nDevelop and run data validation rules and month-end checks, and report results against the program’s data quality targets for accuracy and completeness.\nBuild and refresh dashboards in Power BI or other client-approved tools for program status, monthly cost and workload trends, data-provider response times, and customer-facing views.\nProduce visuals for weekly, monthly, and six-month status reporting and schedule tracking.\nSupport change and release management for the program’s systems: gather requirements, write use cases, validate each release by comparing results before and after the change, and maintain configuration and release logs in JIRA. The client’s IT organization makes all system changes and deployments.\nMake sure dashboards and reports meet Section 508 accessibility requirements and protect PII and Sensitive But Unclassified information.\nSupport the program’s SharePoint document repository and create tip sheets and short guides for dashboard users.\nSupport ad hoc taskings and process improvement projects as assigned.\nRequirements\nBachelor’s degree in data analytics, information systems, computer science, finance, business, or a related field\nAt least 2 years of experience in data analysis, dashboard development, or financial reporting\nAdvanced SQL; experience with Power BI (DAX, Power Query) or Tableau; advanced Excel\nExperience with financial data modeling and quality assurance validation\nExperience with JIRA or a similar tool for change and release tracking; federal change and release management experience preferred\nExperience maintaining SharePoint lists and libraries\nStrong attention to detail and clear written and verbal communication\nProficiency in Microsoft Outlook, Teams, Word, Excel, PowerPoint, Project, and SharePoint\nPreferred: Python or R; activity-based costing or budget forecasting models; Section 508 accessibility; Microsoft\nPL-300 or PMP certification; federal experience\nMust be a U.S. Citizen. Must have lived in the United States for at least three of the last five years.\nMust be able to obtain a favorable preliminary and final fitness determination from the client agency before\nstarting work and maintain it throughout performance. The background investigation is for a Public Trust\nposition and includes a questionnaire, fingerprinting, credit check, and law enforcement agency checks. A client-\nissued badge is required before any work begins.\nHighly desired: an active Secret or Top-Secret security clearance. The client has confirmed it will accept\nreciprocity for an active clearance held with another federal agency, which can shorten onboarding.\nMust complete the client’s cybersecurity awareness and information protection training at onboarding and\nevery year after and sign a non-disclosure agreement for Sensitive But Unclassified information.\nMust be able to read, write, speak, and understand English fluently.\nThis is a full-time position dedicated to this contract. Work is performed during standard Eastern Time business hours.\nWork is performed at the client’s headquarters in Southwest Washington, DC. Remote work, including from OCT\nfacilities, may be performed with the client’s prior approval.
