We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.\nResponsibilities and Duties\nOCT Consulting currently has an opportunity for a Contract Specialist l l (0020) with at least six (6) years of relevant experience supporting an acquisition office. Contract and Procurement Series 1102 experience is required. Experience can be either as a federal government employee or as a contractor supporting a Federal Agency, or a combination of both.\nApplicants shall demonstrate experience supporting all aspects of the Acquisition/Procurement process including:\nServe as a strategic business advisor to the contracting office staff and program offices for all facets of the acquisition life cycle to include independently reviewing acquisition strategies and related documentation providing expert advice and analysis.\nProvide requirements documentation support to include assisting with the development and preparations of pre-award Specifications, Statements of Work (SOWs), Statements of Objective (SOOs), Performance Work Statements (PWSs) for performance-based acquisitions (PBA) and other requirements documents.\nAssist with the development of Independent Government Cost Estimates (IGCE)\nSupport market research and market surveys identifying contract and purchasing vehicles/solutions and potential sources. Support includes preparing and posting announcements in electronic procurement portals such as SAM and preparing written reports and documents.\nAssist in the development and preparation of draft Invitation for Bids (IFBs), Requests for Quotes (RFQs), Requests for Proposals (RFPs) and Combined Synopsis/Solicitations, recommending and preparing terms and conditions as appropriate.\nAssist in all aspects of source selection and contract award to include and preparing and coordinating reports such as D&Fs, Justifications and Approvals (J&A), etc.…; and distributing and posting contract file documents.\nSupport post contract award and administration.\nRequirements\nQualifications\nSix (6) years of full-spectrum federal contract experience\nA 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management\nMust be FAC-C or DAWIA eligible or possess an equivalent professional Contracting certification such as a CFCM or CPCM\nKnowledgeable in the Federal Acquisition Regulation (FAR) and federal contracting procedures\nProficiency in using software tools for document creation, collaboration, and formatting, such as Microsoft Word, Excel, SharePoint, and UFMS or similar contracting writing systems\nAttention to detail, accuracy, and adherence to project timelines\nEffective communication skills and ability to work collaboratively with subject matter experts, acquisition professionals, and stakeholders\nMust be a US Citizen\nMust be able to obtain and maintain a Public Trust clearance.
