Activities include acquisition program management, system, and subsystem engineering, maintenance and supply support, and fielding. These tasks are executed laterally with USSF depot and development contractors and other stakeholders.\nThis is a full-time position at 2424 Garden of the Gods Road in Colorado Springs, CO with the opportunity to telework 1 - 2 days per week at the discretion of the Government.\nResponsibilities\nAn A&AS contractor is a knowledgeable and trusted advisor to the Government Program Office. As aBMC3I Program Manager supporting TAPLab , you will work closely with the Government Program Manager and provide Advisory and Assistance Services support in various program management disciplines including development, execution, and oversight of action plans, schedules, finance, funding, risk management, contractual oversight of initiatives associated with the development, modification, upgrade, and sustainment of the mission. You will assist in the oversight of multiple small- to mid-sized contracts developing and fielding war fighting systems. Duties include, but are not limited to:\nApply programmatic knowledge and experience to advise the Government Program Management Office\nDevelop and maintain budget estimates for acquisitions projects\nAnalyze financial data to ensure accuracy and compliance with budgetary guidelines\nAdvise the Government Program Management Office using programmatic knowledge and experience\nDevelop, maintain, and analyze budget estimates for acquisition projects, ensuring accuracy, compliance, and cost-effectiveness\nMonitor expenditures throughout the acquisition lifecycle, tracking financial data and forecasting future budget needs\nPrepare and present financial reports to stakeholders and management\nEnsure short- and long-term plans align with service goals, schedules, and policies outlined in the program roadmap\nEvaluate the cost-effectiveness of acquisitions and ongoing projects, providing recommendations for optimization\nMonitor project and program status, adjusting work plans and negotiating for resources as needed\nDevelop and defend program objective memorandum (POM) inputs to address funding gaps and initiatives\nManage and oversee prime contractor performance, including contract deliverables and compliance\nMaintain strong relationships with stakeholders across DoD, intelligence, and international partners\nOversee the full lifecycle of software development and prototyping, ensuring mission alignment and end-user relevance\nDevelop and implement acquisition strategies for software and hardware procurement, ensuring regulatory compliance and cost efficiency\nEstablish and execute testing protocols for prototype validation, incorporating user feedback and operational assessments\nFacilitate access to live, synthetic, and archived data sources to support development, testing, and operational integration\nOversee integration efforts with operational frameworks to ensure seamless data interoperability\nDevelop transition strategies for operationalizing prototypes, including risk assessment and phased implementation\nCoordinate with subject matter experts on satellite data, sensors, and ground architecture to maintain technical accuracy\nPlan and execute industry and demonstration events to showcase lab capabilities and foster collaboration\nEstablish and maintain relationships with OPIR Battlespace Awareness Center (OBAC) operators, integrating their feedback into software development and transition plans\nIdentify and mitigate risks related to software development, data security, and operational deployment, ensuring cybersecurity compliance\nOversee vendor engagements, contract negotiations, and performance evaluations to ensure timely and mission-aligned delivery\nFacilitate knowledge sharing and collaboration among government, industry, and academic stakeholders to advance software development and operational integration\nMaintain strong relationships across a wide spectrum of stakeholders including USSF, USAF, USN, USSPACECOM, USINDOPACOM, USEUCOM, USSOCOM, OSD/R&E, SSDP, intelligence community (IC) partners, and international partner\nTravel to CONUS and OCONUS locations at the request of the Government\nOther duties as required/requested by the Government within the constraints of the S3 contract\nQualifications\nCitizenship: Must be a US citizen\nMinimum Required Qualifications\nClearance: Secret\nEducation: Bachelor's degree in Business, Finance, Engineering Management, Computer Science, Software Engineering or a related field\nYears of Experience: 8 years of directly relevant experience, 5 of which must be in the DoD, OR MA/MS degree and 5 years of directly relevant experience, 3 of which must be in the DoD\nDemonstrated ability to interact and build effective relationships and teams with government customers, FFRDCs, and contractors, working in a highly dynamic environment\nComfortable interacting with senior leadership\nKnowledge of government financial management processes and systems\nSelf-motivated with the ability to work independently as well as part of a team\nEffective communication skills (both written and verbal) with internal and external clients\nPreferred Qualifications\nClearance: Secret\nEducation: Master's degree in Business, Finance, Systems Engineering, Engineering Management, Computer Science, Software Engineering or a related field\nYears of experience: 8 years of directly relevant experience, 5 of which must be in the DoD\nCertifications: DAU DAWIA, or equivalent Acquisition Program Management Level II training\nDoD Acquisition, Logistics, or Sustainment experience supporting similar requirements in Air Force, Space Force, Army, Navy, Missile Defense Agency, intelligence, Federally Funded Research Development Center (FFRDC), or DoD/DoE Laboratory organizations\nFamiliarity and proven work experience with DoD Acquisition Program Management, including DoD Adaptive Acquisition Framework (5000 series) processes and requirements\nExperience developing solicitation documents (RFI, RFP, PWS, SOW) and evaluating proposals\nExperience with government financial management processes and systems\nKnowledge of Confluence and Jira\nKnowledge of planning and program management to execute major projects, provide expert advice to colleagues, and present innovative recommendations for
