Specifically, this will be supporting the C3C/Kessel Run contracting office.\nThis is a full time position located at Hanscom AFB, Bedford, MA.\nResponsibilities\nThe Senior Contracting Program Manager will provide acquisition and program management support to Government Program Managers and Integrated Product Teams (IPTs) across the acquisition lifecycle. The position supports program execution activities involving cost, schedule, performance, risk management, acquisition documentation, milestone preparation, contractor coordination, and program reporting in support of Air Force acquisition programs.\nDuties include, but not limited to:\nSupport program leadership with analysis, solutions, and recommendations to ensure successful contract execution and overall program health.\nProvide expert Program Management input for RFPs, including system specifications, EW Systems (SRDs), SOWs, CDRLs, and other proposal materials.\nReview acquisition documents (ADMs, LCSPs, Acquisition Strategies, APBs, Risk Management Plans, PMRs, milestone briefings) and provide programmatic assessments for consistency and accuracy.\nPrepare, review, and support statutory/regulatory acquisition reports and milestone documentation in accordance with DoDI 5000.02.\nSupport acquisition and development processes with Government stakeholders and prime contractors.\nApply non-technical acquisition management expertise aligned with DoDD 5000.1, DoDI 5000.02, NSSAP 03-02, and applicable DoD/AF/AFMC/AFLCMC directives.\nAssist in planning and evaluating acquisition strategies, including policy compliance, technical requirements, risk assessment, market research, and deliverable evaluation. Support Urgent Capability and Middle Tier Acquisition activities per DoDI 5000.80 and 5000.81.\nDevelop and maintain acquisition documentation (MARs, SARs, DAES, APBs) for ACAT I-III programs using tools such as MS Office, IDECS, EDA, CCaR, and other DoD/OSD systems.\nProvide critical support to Life Cycle Logistics and operational sustainment activities.\nCoordinate and interpret acquisition project requirements, providing recommendations on complex issues affecting program execution.\nReview and track prime contractor deliverables and schedules.\nAssess program integration plans and provide feedback.\nDraft contractual correspondence related to program management.\nSupport source selection strategies, evaluation criteria, RFP development, and administrative processes.\nMonitor DoD acquisition reform updates and recommend program adjustments related to RDC, Evolutionary Acquisition, Spiral Development, and Incremental Development.\nIdentify and communicate policy gaps, interpretations, and management needs across acquisition efforts.\nQualifications\nCitizenship: Must be a US citizen\nMinimum Required Qualifications\nClearance: Must have and be able to maintain a Secret Level Clearance\nPreferred Qualifications\nEducation: Bachelor’s degree, and minimum of 12 years of experience, including at least 5 years supporting DoD programs, OR\n15 years of experience, including at least 8 years supporting DoD programs.\n\nTechnical Skills\nPCO Prep\nContract Close Out\nFinancial Reconciliation / MOCS -\nReview of documents from the program management staff\nMentoring and Training of Acquisition staff\nFamiliar with cloud-based systems, including management and projection of cost and performance \nFamiliar with agile methods and CI/CD, DevSecOps and DevOps principals\nComprehensive knowledge of principles, policies and practices of systems acquisition and program management, as defined in DoDI 5000.02 and 5000.75, as well as knowledge of roles and relationships within the DoD and the Air Force\nPossess knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs\nPossesses the ability to effectively communicate orally and in writing, providing quality acquisition and program documentation including but not limited to briefings, documents,and plans\nInterpersonal Skills\nStrong written and verbal communication skills\nAbility to develop and present briefings to senior leadership\nStrong analytical and organizational skills\nAbility to manage multiple priorities in a fast-paced acquisition environment\nAbility to work independently and collaboratively within Government and contractor teams\nAdditional Information\nLocation: Hanscom AFB, MATravel: Travel may be required at the customer’s discretion\nOnsite\n# HB\nCompany Overview\nOdyssey is a world-class technical, engineering, and integration company serving the warfighting ecosystem with airborne integration, ISR, C2, and warfighter readiness capabilities.
