Policy Researcher (Economics) - Digital Economy

The Science, Technology and Innovation (STI) Directorate, in line with the strategic objectives of the Secretary-General, helps OECD member countries and other key economies build an environment conducive to translating science, technology and knowledge into innovation in order to create economic and social value added.

The Digital Connectivity, Economics and Society Division (DCES) of the STI is responsible for developing evidence, analysis and policy recommendations on critical topics for digital policymaking, including online safety, digital security, digital well-being, connectivity and infrastructure, critical technologies (e.g. semiconductors) and measuring digital transformation.

STI/DCES is looking for an engaged and innovative Policy Researcher with a background in economics to support the Working Party on Digital Economics, Measurement and Analysis (WPDEMA) of the Digital Policy Committee (DPC) and DCES's work on measuring digital transformation. The successful candidate will have good knowledge of core economic concepts and advanced skills using statistical or econometric techniques, good programming skills, and proven ability to communicate complex results. S/he will be required to work independently but also collaborating effectively with other team members. The selected person will work under the supervision of a senior team member and the Head of the DCES Division in STI.

Main Responsibilities

Economic research and data science work

• Contribute to economic research projects under the auspices of the WPDEMA on the diffusion of digital technologies and their impacts on key economic outcomes (e.g. competition, labour markets, productivity). Use econometric and machine-learning approaches, but also potentially geospatial analysis and/or natural language processing.
• Contribute to the drafting of documents, including working papers and presentations, that include quantitative analysis and modelling.
• Support WPDEMA work to develop statistical standards and definitions for digital transformation, as well as contribute to the implementation of the Going Digital Measurement Roadmap.

Communication and liaison

• Develop good working relationships with colleagues within STI and across the OECD, with economists and statisticians in national administrations, and other international organisations.
• Participate in WPDEMA and related meetings and workshops.
• Support the development of methodological documents and tools.
• Contribute to the external visibility of the DCES Division, for example by participating and presenting work at workshops, conferences, etc.

Ideal Candidate Profile

Academic Background:

• An advanced university degree in economics, statistics, mathematics or a closely related field.

Professional Background:

• A minimum of two years of relevant experience performing economic analysis and strong interest in the production and/or use of advanced quantitative methodologies.
• Knowledge of statistical survey design, experimental methods for collecting data and treatment of unconventional data sources would be an advantage.
• Good ability to communicate complex results.
• Experience in project management and contributing to multidisciplinary projects.

Tools:

• Familiarity with database software; a working knowledge of the main ICT databases in use at the OECD and/or in other international or national agencies would be an advantage.
• Familiarity with at least one software used to perform quantitative analysis (e.g. Stata, R, GAMS, SAS). A familiarity with Python would be an advantage.
• Good knowledge of Git for version control or a willingness to learn.

Languages:

• Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

• 13-month fixed term appointment, with the possibility of renewal to a maximum of 36 months.
