This role will lead and mentor a team of data analysts, overseeing data-related projects and collaborating across departments. Responsibilities include assigning and reviewing work, providing training and professional development, and managing the team's schedule and leave.\nDUTIES AND RESPONSIBILITIES\nLead, mentor, and guide a team of data analysts, providing regular feedback and conducting performance reviews.\nProvide training, evaluate performance, provide professional development, and manage an assigned team's schedules, time, and leave.\nAssign and prioritize tasks to ensure team deadlines and workloads are balanced.\nFoster a collaborative environment and promote continuous learning and professional development.\nOversee the analysis of large datasets to extract meaningful insights that support strategic business decisions.\nDevelop and implement data analysis processes, including statistical analysis, data mining, and predictive modeling, adhering to industry best practices.\nDesign and deliver clear, actionable reports and interactive dashboards for stakeholders at all levels of the organization.\nEnsure data accuracy, integrity, and compliance with applicable standards and regulations.\nLead data analysis projects from inception to completion, coordinating with cross-functional teams as needed.\nEnsure alignment of data analysis efforts with business objectives and timelines.\nIdentify opportunities for process improvements and streamline workflows.\nOversee the development of a data warehouse to centralize and standardize tax data from multiple sources.\nMonitor data quality, identify discrepancies, and work with team members to resolve issues.\nImplement data validation techniques to ensure the accuracy and consistency of data used in analyses.\nEstablish and maintain data governance protocols and standards.\nAct as a liaison between the data analysis team and other departments (e.g., human resources, tax policy, finance, operations).\nPresent findings and insights to executives and key stakeholders clearly and concisely.\nProvide recommendations based on data analysis to guide decision-making and improve business performance.\nOversee the use of data analysis tools and software, ensuring the team has access to the necessary resources and training.\nStay current on industry trends, tools, and best practices in data analytics.\nPerform other duties as assigned.\nCOMPLEXITY OF KNOWLEDGE, SKILLS, AND ABILITIES\nKnowledge of\nDimensional data modeling techniques and database design principles (normalization, indexing).\nStatistical analysis and data mining techniques.\nProject management methodologies (e.g., Agile, Waterfall) and their application in data analysis projects.\nExperience with data visualization tools such as Tableau, Power BI, Qlik Sense, and Python libraries (Matplotlib, Seaborn).\nKnowledge of data security and privacy best practices.\nSkills in\nStrong analytical and critical thinking skills, including identifying patterns, trends, and anomalies in data.\nExcellent written and verbal communication skills, including effectively presenting technical information to both technical and non-technical audiences.\n Proficiency in SQL and Python (including libraries like Pandas and Scikit-learn) for data analysis and manipulation.\nAbility to\nDemonstrates flexibility and adaptability in response to changing priorities and deadlines.\nExceptional attention to detail and a commitment to maintaining high levels of accuracy in data analysis.\nProven ability to work effectively in a team environment, including collaborating with colleagues from diverse backgrounds and skill sets.\nStrong problem-solving skills, including identifying, analyzing, and resolving complex data-related issues.\nStrong data storytelling skills to effectively synthesize complex data findings into clear, concise, and actionable insights for various stakeholders.\nLead, manage, and mentor a team of data analysts, fostering a collaborative and supportive environment that promotes professional growth and development.\nContinuously learn and readily adapt to new data analysis tools, technologies, and methodologies.\nMINIMUM QUALIFICATIONS\nEducation and Experience requirements at this level consist of:\nA bachelor’s degree in Data Science, Computer Science, Statistics, Business Analytics, Business Information Systems or a related field;\nAND, five (5) years’ experience using SQL and Python for data analysis\nOR an equivalent combination of education and experience.\nTwo (2) years of supervising experience is required.\nPREFERRED QUALIFICATIONS\nCertifications in relevant areas such as Certified Analytics Professional (CAP) or Certified Associate in Analytics (CAA).\nProven experience with cloud-based data platforms.\nProven experience with Qlik analytics.\nKnowledge of machine learning algorithms.\nPHYSICAL DEMANDS\nAbility to sit and stand for extended periods of time. Exhibit manual dexterity and hand-eye coordination to operate a computer, keyboard, photocopier, telephone, calculator, and other office equipment. Ability to see and read a computer screen and printed material with or without vision aids. Ability to hear and understand speech at normal levels, with or without aids. Ability to communicate clearly. Physical ability to lift up to 15 pounds, bend, stoop, climb stairs, walk, and reach. Must use the proper manual handling equipment, including but not limited to dollies, carts, and lift team members. Duties are normally performed in an office environment with a moderate noise level.\nSPECIAL REQUIREMENTS \nTravel may be required for this position. Applicants must have reliable transportation and be willing and able to perform all job-related travel. Possession and maintenance of a valid Oklahoma State Driver’s License is also required.\nOklahoma Tax Commission’s normal work hours are Monday through Friday, 7:30am to 4:30pm. This schedule may require minor flexibility based on the needs of the agency.\nTelework may be required based on the needs of the agency, division, and section.
