The PM will be responsible to the Contracting Officer (CO), Contracting Officer’s Representative (COR), and Government Technical Monitors (GTM’s) for performance and delivery.\nPrimary Responsibilities:\nServe as focal point for all contractor functions that pertain to performance under the DSTC contract and subordinate task orders.\nInteract on a daily/weekly basis with Contracting Officer (CO), Contracting Officer’s Representative (COR), and Government Technical Monitors (GTM’s) to ensure performance across all contract tasks. \nSupervise, oversee, and direct ongoing strategy to mitigate risk and maintain continuity of operations in accordance with the requirements specified in the contract and task orders.\nAdvise and assist regarding the technical scope of the contract.\nAccomplish human resource objectives by overseeing and ensuring effective recruiting, selecting, orienting, developing, counseling, and disciplining employees.\nPlan, establish, and review compensation actions, enforce policies and procedures. \nEnsure timely and accurate reporting, provision of qualified personnel for each task order, and timely and accurate implementation of the requirements of the contract sow and subordinate task order requirements.\nEnsure all aspects of planning, scheduling, organizing, managing, and assessing performance of all personnel under this contract.\nEnsure professional development training as required for personnel.\nOversees on-time delivery of requirements, invoicing, and other fiscal management functions.\nReview, assess, manage, and correct any behavior by contractor personnel that would reflect poorly on the Department of State.\nSupervisory Responsibilities:\nThe Program Manager will directly supervise and oversee all site managers, and ensure quality recruiting, hiring, personnel management, training, and support of all personnel/positions under the contract. \nEducation and/or Experience:\nBachelor’s degree or higher.\nMust have at least 15 years of professional experience.\nMust have at least 6 years of experience supporting government programs/contracts.\n10 years prior experience as a PM or as a management analyst supporting a government program/contract.\nKnowledge, Skills, and Abilities:\nDemonstrated experience coordinating HR and/or recruiting needs.\nAbility to conduct all the responsibilities listed above and demonstrated communication and coordination skills.\nDemonstrated experience in planning, evaluating, analyzing, and implementing government contract requirements.\nDemonstrated excellent organizational and coordination skills.\nExcellent Microsoft Word, Excel, and SharePoint skills.\nAbility to function effectively in complex situations with multiple stakeholders.\nCertificates, Licenses, Registrations:\nProject Management Professional Certification.\nSecurity Clearance:\nTOP SECRET Clearance Level Required.\nMust have a current United States Government TOP SECRET Personnel Security Clearance. \nMust have a current U.S. Government Single Scope Background Investigation (SSBI)/ Tier 5 or equivalent. \nMust be a U.S. Citizen. \nMust be able to maintain required Security Clearance/access approvals.\nPhysical Demands:\nThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
