This position may require you to work a flexible schedule- Days, Nights, Weekends.\nCandidate will lead projects while working to achieve Lab missions. The candidate will be responsible for and lead projects of $500k or less and provide oversight to Superintendent 2’s as necessary.\nResponsibilities\nDuties:\nMay initiate the investigation of abnormal events, incidents, and /or accidents to identify the root cause and assist in implementing appropriate corrective actions. \nMay serve as a Control Account Manager (CAM) responsible for planning, budgeting, managing, and controlling costs and schedule performance for a project or subproject and serve as a point of contact for project controls, including account scope, schedule, budget and technical performance. \nEnsure work packages realistically represent the duration and budget necessary to perform work and perform variance analysis reviews, determine cause an effect of schedule or cost variance and define achievable corrective action plans. \nMay be required to present project management performance plans, status updates, trends or issues to federal sponsors.\nLead constructability reviews of the design process and the potential impacts to construction cost and schedule.\nProvide personal leadership, direction and technical advice regarding health, safety and environmental compliance.\nAbility to promote an open communication environment to develop mutual trust and teamwork.\nEducation Requirements\nDegree in an engineering or scientific discipline, or specialized courses in project management, and ten (10) years work experience (5+ years experience in at least one of the following functions: engineering, procurement and construction) leading to a thorough understanding of the knowledge described above, or any combination of education and experience.\nQualifications\nCandidate must be a U.S. Citizen. \nSatisfactory results of a pre-employment screening, which includes a drug and breath alcohol test, along with a Motor Vehicle Record check. \nCandidate must be able to obtain and maintain a DOE Security Clearance. \nNuclear Experience is required.\nProven leadership and management skills (organize, direct, control) a team of workers, including work schedules, project progress and resource allocation.\n\nAdvanced experience managing construction projects including proactively managing project scope, schedule and budget including Earned Value Management Systems (EVMS).\nDemonstrated experience identifying project risks, developing risk mitigation strategies and corrective actions, and recommending risk acceptance/avoidance for all aspects of a project.\n\nAdvanced knowledge of all phases and complexity levels of construction projects, upgrades, renovations and D&D.\nExtensive knowledge and experience with facility maintenance and/or construction management including systems engineering design and maintenance, safety/authorization basis, configuration management programs, work control and facility control systems.\nExtensive knowledge and understanding of collective bargaining agreements related to all trades.\nExtensive understanding of work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures. \nDemonstrated ability to understand and interpret various physical, mechanical, and electrical documents, blueprints, drawings, and schematics.\nDemonstrated ability to establish and maintain strong and effective customer engagement.\nDemonstrated experience interfacing with program, project, and line management to develop clear and executable action plans to address issues or needs.\nDemonstrated experience and skill in identifying problem areas, investigating alternative solutions and establishing a recovery Plan/Path forward. \nAbility to determine actions to be performed on problems affecting maintenance programs.\nExcellent interpersonal, oral, and written communication skills that includes reporting on project status to senior level management, project stakeholders, as well as regulatory inquiries. \nDemonstrated skill in the preparation and presentation of oral and written reports.\nDemonstrated ability to utilize and manipulate a computerized work management system in maintaining and tracking job activities including the coordination of materials and equipment delivery with vendors and suppliers.\nPreferred Qualifications\nPossession of an active DOE/DoD clearance within the past two (2) years is preferred. \nPrevious DOE/NNSA work experience. \nWork Schedule\nShift will be dependent upon customer site discretion.Why Omega Technical Services?\nOmega Technical Services is a Service-Disabled Veteran-Owned Small Business and a trusted partner to the Department of Energy, Department of Defense, and other commercial clients, supporting mission-critical projects that shape national security and technological innovation.
