Works with customers, product owners and end users to understand business needs. Develops concepts for information system solutions and evaluates the cost effectiveness of those concepts. Works collaboratively as part of a team, providing leadership and mentorship for others. Functions as a servant leader empowering other team members. Fosters strong relationships with customers, peers and service providers. Identifies and addresses productivity impediments and promotes work process improvements.\nResponsibilities\nHas broad expertise or unique knowledge. Uses skills to contribute to the development of solutions that achieve goals in creative and effective ways. Develops and/or implements advanced concepts, techniques, and standards. Considered an expert in the field. Works on significant, unique or complex issues, providing innovative solutions. Has impact on success of future concepts, products or technologies. Uses wide latitude in the methods, techniques and evaluation criteria for obtaining results.\nDuties:\nSafety and security are a primary responsibility for all Laboratory employees. Assures safety and security compliance, maintains required safety and security training, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.\nDevise logic procedures, flowcharts, and coding to design, develop, analyze, modify, test, debug and evaluates software to meet functional requirements for functional areas.\nDevelops conversion, system integration and system implementation plans.\nGathers reporting requirements and recommends and implements solutions.\nPrepares and obtains approval of system and programming documentation.\nArranges, prepares and conducts meetings, workshops and presentations as required.\nProvides training and support for end-user customers in PA and in other Laboratory functions as required. Trains users in conversion and implementation of system.\nAdheres to Laboratory and IST policies and programs concerning the Laboratory's information systems.\nResearches, assembles, and/or evaluates information or data regarding industry practices or applicable regulatory changes affecting information system policies or programs; recommends changes in development, maintenance, and system standards.\nUtilizes formal Agile and Scrum project management methodologies; gathers customer requirements; performs risk management functions; performs capacity and availability planning for computing infrastructure; performs effective communication both, verbal and written, at all levels.\nFosters a mutually respectful and inclusive work environment that is free from discrimination and harassment.\nReceives functional and operational direction from a designated Project Analytics Information Systems and Technology supervisor.\nMonitors work of less experienced personnel as designated.\n May direct personnel within a discipline on special segments of a project, if assigned.\nMakes frequent contact with users as necessary to gather or give status information.\nContacts discipline staff specialists as needed for specialized information systems activities.\nContacts business analysts, database administrators and system administrators as needed for specialized information systems activities.\nEducation Requirements\nBachelor's Degree in a relevant field and 8 years related experience; or an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be desirable.\nQualifications\nCandidate must be a U.S. Citizen. \nSatisfactory results of a pre-employment screening, which includes a drug and breath alcohol test, along with a Motor Vehicle Record check. \nCandidate must be able to obtain and maintain a DOE Security Clearance. \nCMS/SharePoint/Web Content Systems experience required.\nUI/UX or graphic design/web interface design required.\nKnowledge of software development methodologies, tools and processes, including software development methodology framework source code control, application development tools and techniques, database design, development and management, programming languages, and component integration.\nKnowledge of hardware and operating systems including system architectures, network infrastructures, and client server principles.\nKnowledge of hardware and software integration and testing.
