This role oversees the full recruitment lifecycle, partners with Human Resources to support affirmative action planning and compliance with applicable OFCCP requirements, and collaborates with Contracts, customers, and other stakeholders to meet staffing needs across the organization.\nThe Talent Acquisition Manager directly manages a team of technical recruiters and support staff and personally manages assigned requisitions as business needs require.\nResponsibilities\nDevelop and implement comprehensive recruitment strategies aligned with organizational goals.\nAnalyze labor market trends and adjust recruiting strategies to attract qualified talent.\nLead, mentor, and develop the Talent Acquisition team; establish performance expectations; and monitor progress toward recruiting goals.\nPersonally manage assigned requisitions, including critical, hard-to-fill, corporate, and proposal-related positions, as business needs require.\nPromote a collaborative and inclusive team environment.\nOversee the recruitment lifecycle, including candidate attraction, job postings, sourcing, screening, interviewing, and coordination with Human Resources during onboarding.\nCollaborate with hiring managers to define job requirements and develop clear, accurate job descriptions.\nBuild and maintain pipelines of qualified candidates for current and future opportunities, including ongoing candidate engagement and redeployment support.\nBuild and maintain relationships with candidates, industry professionals, and vendor partners.\nManage the applicant tracking system (ATS) to support efficient hiring processes and track recruiting metrics.\nDevelop and implement assessment tools and interview processes that identify qualified candidates and meet hiring manager needs.\nConduct interviews and assessments and ensure interviews are properly documented.\nPartner with stakeholders to provide qualified candidates who meet position requirements.\nPromote Omega Technical Services as an employer of choice in the federal contracting space through creative outreach and recruiting efforts.\nCoordinate recruitment events, job fairs, internships, and university partnerships to promote career opportunities.\nSource candidates through job boards, social media, networking events, recruitment agencies, and other channels while supporting consistent and equitable hiring practices.\nDevelop and monitor key Talent Acquisition metrics, including time to submit, submission rate, time to fill, cost per hire, and hiring outcomes.\nPartner with Business Development, Contracts, Program Management, and other stakeholders to identify staffing requirements for proposals, contract awards, and anticipated opportunities.\nMonitor and evaluate the return on investment of recruiting tools, resources, vendors, and events, and recommend adjustments to support effective use of the Talent Acquisition budget.\nEducation Requirements\nBachelor’s degree in Human Resources, Business Administration, or a related field, or an equivalent combination of education and relevant leadership experience.\nQualifications\nAt least 10 years of experience in talent acquisition, including at least two years in a leadership role.\nDemonstrated success recruiting for positions across a variety of DOE programs, levels, and functions.\nExperience as a Talent Acquisition Lead or in a similar role within the engineering or nuclear sector.\nProficiency with applicant tracking systems and HR software.\nDemonstrated understanding of recruitment best practices, employment laws, and applicable OFCCP requirements.\nExperience recruiting for DOE, DoD, or NNSA sites; national laboratories; or nuclear and environmental cleanup programs.\nPreferred Qualifications\nEducation and Certifications\nMaster’s degree in Human Resources, Business Administration, or a related field.\nRecruiting or Human Resources certifications, such as CIR, AIRS, SHRM-CP, SHRM-SCP, PHR, or SPHR.\n\nExperience\nExperience with the iCIMS applicant tracking system and Paycom HR/payroll software.\nExperience using LinkedIn Recruiter, ClearanceJobs, and other technical recruiting tools.\nExperience recruiting for positions requiring a DOE or DoD security clearance.\n\nWork Schedule\nStandard M-F business hours.Why Omega Technical Services?\nOmega Technical Services is a Service-Disabled Veteran-Owned Small Business and a trusted partner to the Department of Energy, Department of Defense, and other commercial clients, supporting mission-critical projects that shape national security and technological innovation.
