The Program Manager will serve as the senior contractor manager responsible for day-to-day operational leadership, workforce supervision, quality control, contract administration, and coordination with Government stakeholders.\nThe ideal candidate will bring significant leadership experience within a museum, cultural institution, public attraction, or similar nonprofit environment and have demonstrated experience managing personnel, budgets, operational performance, and public-facing programs.\nKey Responsibilities\nProvide day-to-day leadership and oversight of contractor personnel and operational support activities.\nDirect and supervise personnel supporting administration, visitor services, volunteer coordination, education, IT/AV, exhibit maintenance, and event support.\nServe as the primary contractor liaison with Government stakeholders regarding performance and operational requirements.\nManage staffing, scheduling, performance, and workforce coverage to support operational requirements.\nManage contractor invoicing, staffing costs, performance records, and related contract administration activities.\nDevelop, maintain, and implement Standard Operating Procedures (SOPs) for contractor-supported functions.\nSupport property accountability and inventory activities.\nParticipate in transition meetings, performance reviews, and other Government meetings.\nMonitor operational performance and support the development and tracking of performance measures and KPIs.\nSupport risk management, issue resolution, and operational continuity.\nFoster effective communication and collaboration across operational, administrative, technical, and public-facing teams.\nQualifications & Requirements\nBachelor’s or master’s degree in Museum Studies, Art History, Business Administration, Public Administration, or a related field.\nSeven (7) or more years of progressively responsible leadership experience in a museum, cultural institution, public attraction, or similar nonprofit environment.\nAt least three (3) years of experience managing budgets and personnel.\nDemonstrated experience with personnel and performance management.\nFamiliarity with museum or comparable institutional operations, including registration, collections care, exhibition production, and facility management.\nExperience planning and monitoring complex operating budgets and labor expenditures.\nExperience with recruitment, workforce management, and employee performance.\nDemonstrated ability to translate strategic objectives into actionable work plans and KPIs.\nStrong leadership, communication, organizational, and stakeholder-management skills.\nMust be able to successfully complete required Federal background and suitability screening.\nHighly Desired Qualifications\nExperience managing museum operations or similar public-facing cultural institutions.\nExperience with crisis and operational risk management.\nExperience implementing modern museum technologies, collection management systems, or digital visitor engagement tools.\nStrong interpersonal skills with the ability to coordinate across creative, administrative, operational, and technical teams.\nThis position is tied to a future business opportunity.\nAbout One Federal Solution\nOne Federal Solution (OFS) is an innovative Professional Services provider with over 20 years of experience supporting Defense and Civilian agencies.
