The role works collaboratively with departments to understand business needs, improve service delivery outcomes, support organizational change, and support adoption of process and technology.\nPRINCIPAL RESPONSIBILITIES\nBuilds strong partnerships with stakeholders across the organization, gathering feedback and providing support for business process and technology initiatives.\nCollaborates with County staff, vendors and consultants to support the planning, design, configuration, implementation and testing of new systems and enhancements to existing systems.\nPerforms stakeholder discovery activities to gather, analyze, document, validate, and prioritize business requirements, including process maps, user stories, use cases, and supporting documentation.\nAnalyzes and maps current-state business processes, identifying improvement opportunities, and supporting continuous improvement initiatives to enhance efficiency, reduce risk and improve service delivery.\nSupports the development of concept documents and business cases.\nSupports technology procurement activities by assisting with requirements definition, bid documents, vendor evaluation criteria and solution assessment as required.\nCoordinates or manages small initiatives, system enhancements and assigned work packages, including scope confirmation, deliverable tracking, risk management, status communication and implementation readiness.\nCoordinates and supports system testing, User Acceptance Testing (UAT), issue resolution, implementation readiness and change adoption activities.\nDevelops test scenarios and supports business validation of solutions.\nSupports stakeholder engagement and project communication activities.\nAssists with development of training materials, user guides, and documentation.\nPerforms other duties as assigned.\nMINIMUM QUALIFICATIONS\nFour-year university degree in Computer Science, Business Administration or a related field, with coursework or specialization in business analysis, technology management, change management or a related discipline.\nBusiness Analysis Certification: Holding a certification such as Certified Business Analysis Professional (CBAP), Certification of Capability in Business Analysis (CCBA), PMI Professional in Business Analysis (PMI-PBA), or equivalent would be considered an asset.\nChange Management Certification: Holding a Prosci Change Management certification, Certified Change Management Professional (CCMP), or equivalent would be considered an asset.\nMinimum four years of experience (or equivalent) in business analysis, process improvement, project delivery support, application support, or a related field.\nKnowledge of business analysis methodologies, project management practices, and process improvement approaches.\nKnowledge of core enterprise business applications-such as Human Capital Management (HCM), Enterprise Resource Planning (ERP), Customer Relationship Management (CRM), or Asset Management-would be considered an asset.\nA valid driver’s licence (minimum G2 Class) and access to a reliable vehicle.\nPay Range: $92,328.60 - $107,998.80 (2026 Non-Union Compensation Grid)\nBenefits: Long Term Disability, Life Coverage, Accidental Death and Dismemberment, Critical Illness, Extended Health Care, Emergency Travel Assistance, Dental Care; mandatory enrolment, premiums 100% covered.\nPension: Ontario Municipal Employees Retirement System (OMERS); enrolment mandatory.\nMedical Responsibility Time: Prorated and accrues at 0.5 days/month.
