Learn about OpenGov’s mission to power more effective and accountable government and the vision of high-performance government for every community at OpenGov.com.\nJob Summary\nOpenGov’s Professional Services (PS) team delivers configurable, scalable solutions to state and local governments using Government App Builder (GAB) - OpenGov’s proprietary low-code/no-code application development platform.\nAs a Business Application Developer III, you will design, configure, and enhance customer or business specific applications using platform capabilities, configuration, data modeling, workflow automation, and limited scripting.\nYou will split your time between:\nDesigning and configuring business applications using Government App Builder\n\nPartnering directly with implementation teams and customers to translate business processes into scalable, automated solutions\n\nThis role is ideal for a technically strong problem solver who understands data modeling, workflow logic, and business process design - but does not require heavy full-stack engineering in frameworks such as React, NodeJS, or Java. You will play a key role in delivering high-impact solutions that modernize government operations.\nKey Responsibilities\nApplication Configuration & Solution Design\n\nPartner with customers and implementation teams to understand operational workflows and system requirements.\n\nTranslate business requirements into scalable application designs within Government App Builder.\n\nConfigure entities, forms, fields, validations, permissions, dashboards, and reports.\n\nApply structured configuration standards to ensure usability, maintainability, and scalability.\n\nParticipate in validation sessions and backlog refinement to align configuration with scope.\n\nData Modeling & Architecture\n\nDesign structured data models including entity relationships and cross-table references.\n\nApply data modeling best practices including normalization, denormalization trade-offs, and referential integrity.\n\nConfigure field-level validations and data constraints to ensure data quality.\n\nSupport data migrations including field mapping, data transformation, and validation of imported records.\n\nTroubleshoot data inconsistencies and recommend corrective design patterns.\n\nWorkflow & Process Automation\n\nConfigure approval workflows, routing logic, conditional triggers, and status transitions.\n\nImplement task assignments, notification rules, and automation components.\n\nTranslate documented decision trees and business rules into platform logic.\n\nOptimize workflows for compliance, accountability, and audit transparency.\n\nEnsure scalability of workflows across departments and user roles.\n\nBusiness Rule Implementation & Light Scripting\n\nImplement conditional logic using platform configuration tools.\n\nWrite limited JavaScript (or similar scripting) for:\n\nComplex validations\n\nCalculations and derived fields\n\nConditional routing\n\nData transformation logic\n\nMaintain clean, reusable logic patterns without overengineering or heavy custom code.\n\nIntegrations & Interoperability\n\nConfigure and validate integrations between Government App Builder and external systems (e.g., ERP, financial systems).\n\nSupport API-based, file-based, event-based or scheduled data exchange patterns.\n\nDesign field mappings and transformation logic to ensure data consistency across systems.\n\nDocument integration patterns and reusable configuration standards.\n\nEmbedded Delivery Support\n\nServe as a technical configuration specialist within active customer implementations.\n\nPartner with Project Managers and Implementation Consultants to deliver configured solutions on time and within scope.\n\nTroubleshoot configuration issues during UAT and go-live phases.\n\nProvide technical documentation and knowledge transfer to Customer Success teams.\n\nProject & Delivery Management\n\nContribute technical effort estimates for configuration and automation tasks.\n\nManage work across multiple concurrent engagements.\n\nEnsure timely delivery of configured applications within broader project timelines.\n\nMaintain high standards of quality, documentation, and responsiveness.\n\nRequired Qualifications\nTotal 3 to 9 years of work experience, including 3+ years of experience in low-code/no-code platforms (e.g., Appian, Microsoft Power Apps, Mendix, ServiceNow, etc.) or enterprise application configuration roles.\n\nStrong understanding of data modeling concepts like entity relationships, referential integrity, normalization, and denormalization.\n\nExperience designing and implementing business workflows and approval automation.\n\nWorking knowledge of JavaScript or similar scripting language for implementing business rules.\n\nAbility to translate complex business processes into structured, configurable application logic.\n\nExperience with integrations (REST APIs, file-based transfers, event based workflows or batch processes).\n\nExperience integrating third-party APIs and embedding outputs into larger application workflows.\n\nStrong understanding of security standards (e.g., OAuth 2.0, JWT), and API documentation tools (e.g., Swagger/OpenAPI).\n\nStrong analytical thinking with systems and process-improvement mindset.\n\nExcellent written and verbal communication skills; ability to explain technical concepts to non-technical stakeholders.\n\nProven success working in fast-paced, iterative environments with cross-functional stakeholders.\n\nPreferred Qualifications\nExperience in GovTech or public-sector workflows (budgeting, grants management, procurement, capital planning, permitting, capital project management etc.).\n\nBackground in Professional Services, consulting, or customer-facing implementation roles.\n\nFamiliarity with security concepts such as role-based access control and data governance practices.\n\nWhy Join OpenGov Professional Services\nYou will help modernize government operations by designing configurable, scalable applications that replace spreadsheets, manual workflows, and disconnected systems.
