The role ensures that projects are delivered safely, efficiently, and in accordance with approved engineering documents, Company standards, project priorities, quality requirements, budget, and schedule commitments. The position integrates multidisciplinary inputs and manages interfaces among Operations, Subsurface, Drilling, Asset Integrity, Engineering, Construction, Procurement, QA/QC, HSSE, contractors, consultants, vendors, and relevant authorities to achieve timely well delivery. It provides technical and project leadership in design assurance, tendering and contracting, materials and logistics coordination, risk and change management, contractor performance, cost and schedule control, mechanical completion, commissioning, punch-list closure, and final handover. Through proactive issue resolution, effective governance, and continuous improvement, the role safeguards technical integrity, operability, maintainability, and sustainable project outcomes that support production and business objectives.\n\nThe position will act in accordance with the OQEP’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards, supported by an IT Technology platform, QHSE & Energy Management System requirements standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.\n\nMain tasks and responsibilities\nLead the end-to-end delivery of well hook-up, associated off-plot facilities and assigned projects, ensuring engineering, procurement, construction, commissioning, and handover activities are executed safely and efficiently in accordance with approved AFC documents, project priorities, quality, schedule, cost, and HSSE requirements.\nEstablish and maintain integrated well-delivery plans covering resources, materials, inspections, construction, mechanical completion, pre-commissioning, commissioning, start-up support, punch-list closure, and final handover.\nManage interfaces among Operations, Subsurface, Drilling, Asset Integrity, Engineering, Construction, Procurement, QA/QC, HSSE, project controls, contractors, consultants, vendors, and relevant authorities to remove constraints and achieve delivery milestones.\nDevelop, baseline, and monitor project schedules, critical paths, milestones, budgets, commitments, forecasts, and costs; identify deviations and implement timely corrective, mitigation, and recovery actions.\nVerify contractor payment milestones and Value of Work Done (VOWD), support budget preparation and forecasting, and identify opportunities for cost optimization without compromising safety, quality, operability, or schedule.\nIdentify and manage project risks, opportunities, delays, cost deviations, resource constraints, and interface dependencies; maintain relevant registers and ensure actions are assigned, tracked, and closed.\nCoordinate engineering design reviews and technical evaluations, ensuring compliance with the approved design basis, project specifications, company standards, regulatory requirements, and applicable international codes.\nReview and assure engineering deliverables and contractor or vendor submissions, including drawings, calculations, data sheets, material requisitions, technical proposals, method statements, procedures, and as-built documentation.\nResolve technical queries, field engineering issues, design changes, non-conformances, and interface challenges throughout design, procurement, construction, commissioning, and handover; ensure changes are properly assessed, approved, documented, and controlled.\nDevelop and coordinate tendering, contracting, and procurement activities from contracting strategy and scope development through bid evaluation, clarification, recommendation, and award, including management of long-lead items, inspections, expediting, and material delivery.\nMonitor contractor and vendor performance and compliance with technical, contractual, schedule, quality, and HSSE requirements; lead performance reviews and ensure deficiencies are addressed through sustainable corrective actions.\nEnsure construction readiness before mobilization by confirming approved work fronts, AFC documentation, permits, materials, resources, equipment, access, and stakeholder alignment.\nParticipate in HAZOP, HAZID, constructability, operability and maintainability reviews, value engineering workshops, risk reviews, technical assurance activities, and project stage-gate reviews; ensure actions are tracked to closure.\nCoordinate quality surveillance, inspections, testing, mechanical completion, system handover, commissioning readiness, and acceptance of completion dossiers in collaboration with QA/QC, Operations, and commissioning teams.\nEnsure compliance with permit-to-work, SIMOPS, tie-in, shutdown, isolation, and live-facility requirements, where applicable, in coordination with Operations and HSSE.\nPrepare and present accurate project reports, dashboards, performance updates, forecasts, recovery plans, and lessons learned for management and key stakeholders; promptly escalate critical risks and decisions.\nMaintain effective project governance, including action tracking, decision logs, risk and opportunity registers, change control, interface registers, and records required for assurance, audit, and closeout.\nEnsure timely project closeout, including punch-list completion, as-built documentation, operating and maintenance manuals, spares, training, final accounts support, handover certificates, records retention, and lessons learned.\nPromote standardization, value improvement, constructability, digital engineering, and effective use of project-control systems to improve well-delivery efficiency, predictability, and quality.\nProvide technical guidance and coaching to project team members and share lessons learned and good practices across the well-delivery portfolio.\nPerform any other duties assigned by the Manager that are consistent with the role's scope and organizational requirements.\n\nKey interactions\nInternal: Liaise with multidisciplinary engineering teams, contractors, vendors, construction and commissioning teams, operations, HSSE, asset integrity, procurement, project management, and project controls stakeholders to ensure seamless integration of technical inputs, resolve engineering issues, and support successful delivery of projects across all phases from concept through to commissioning and handover.\nExternal: Contractors, vendors and suppliers, regulatory and local authorities, third-party inspection bodies \n\nNotable Working Conditions. Electrical, or Process Engineering, or a related engineering discipline Professional certifications such as Chartered Engineer (CEng) or Project Management Professional (PMP) are considered an advantage.\n\nLanguage requirements\n\nExcellent knowledge of written, read, and spoken English (required)\n\nBackground and experience\n\nCompetencies and skills\n\nMinimum of 6 years of relevant engineering experience with a Bachelor's degree.\nDemonstrated experience in project execution, including concept, detailed engineering, construction, and commissioning phases.\nProven track record of working within multidisciplinary project teams covering civil, mechanical, electrical, instrumentation, and process engineering disciplines.\nSolid exposure to project engineering standards, specifications, and international codes such as API, ASME, IEC, and relevant national regulatory requirements.\nExperience in contractor and vendor management, including, tender strategy, technical bid evaluation, design review, and engineering deliverable assurance.\nFamiliarity with project management methodologies, stage-gate processes, and project controls including cost estimation, scheduling, and risk management.\nFamiliarity with engineering tools and systems such as AutoCAD, PDMS/E3D, or equivalent design and drafting platforms relevant to Oil & Gas projects.\nExperience interfacing with operations, HSSE, and asset integrity teams to ensure engineering solutions meet safety, operability, and maintainability requirements.\nExposure to brownfield or greenfield project
