The Senior Exam Development Program Manager shapes the strategy, governance, and operating model that sustain this global credential portfolio.\nWe are seeking a highly organized, detail-oriented Senior Program Manager to lead the strategy, development, maintenance, and continuous improvement of NetSuite certification exams and related credentials. This role partners with senior leaders, subject matter experts, product teams, Customer Education, assessment vendors, and cross-functional stakeholders to ensure exams are valid, reliable, secure, scalable, and legally defensible.\nThe ideal candidate is a strategic program leader and exceptionally strong executor who can lead a broad portfolio of exam-development workstreams, establish rigorous governance and documentation standards, navigate complex dependencies, and drive work through to closure. They bring deep expertise in professional certification programs, credential governance, exam-development practices, and assessment quality, along with the influence and judgment to guide high-impact decisions across the team.\nResponsibilities\nKey Responsibilities\nExecute on the strategy, roadmap, and end-to-end lifecycle governance for the NetSuite certification exam portfolio, from initiation through release, maintenance, and retirement\n\nOwn delivery planning across multiple concurrent certification initiatives, establishing priorities, schedules, milestones, dependencies, risk registers, and stakeholder reporting\n\nDefine and maintain scalable frameworks, standards, tools, and operating rhythms for job task analyses, exam blueprints, item development, review, approval, release readiness, and post-launch maintenance\n\nEnsure assessment quality, collaborating with psychometric and assessment vendors on item performance analysis, standard-setting activities, and defensible credential decisions\n\nPartner with cross-functional stakeholders and senior subject matter experts to translate product strategy, customer needs, and role requirements into high-quality certification assessments\n\nApply rigorous governance for exam content, credential requirements, and approvals.\n\nMonitor product releases, candidate feedback, and exam-performance insights to identify, prioritize, and drive required credential and exam updates\n\nEnsure certification exams and related materials accurately reflect current product functionality, role-based competencies, and leading practices across the credential portfolio\n\nDrive resolution of complex risks, issues, and dependencies; facilitate decision-making, ensure clear ownership, and escalate blockers or platform defects when needed\n\nBuild and maintain portfolio health reporting, dashboards, and decision-ready insights on delivery status, quality, risks, candidate outcomes, and maintenance priorities\n\nPractice responsible use of AI technologies to improve efficiency, quality, and decision-making as well as improve exam development operations.\n\nQualifications\n6+ years of experience in certification exam development and certification programs, including experience leading complex programs or portfolios\n\nBachelor's degree in education, learning and development, or a related field, or equivalent relevant experience\n\nProven success leading job task analyses, training and guiding item writers, facilitating technical reviews with senior subject matter experts, and participating in or leading standard-setting exercises\n\nStrong knowledge of psychometrics, assessment quality, exam development, and certification-industry standards, with the ability to apply that expertise to high-stakes credential decisions\n\nDemonstrated ability to define portfolio strategy, apply governance and operating frameworks, and execute across multiple concurrent, interdependent initiatives\n\nSignificant experience partnering across product, education, technical, vendor, and senior leadership teams to translate business priorities into clear requirements, actionable plans and measurable deliverables\n\nDemonstrated experience managing complex delivery plans, management-level status reporting, risks and dependencies, decision tracking, and stakeholder communications\n\nStrong written and verbal communication skills, including the ability to influence senior leaders and explain complex assessment, credential, and program decisions clearly\n\nAbility to travel up to 10% of the time\n\nPreferred Qualifications\nProfessional certification in program or project management, assessment, credentialing, or a related discipline\n\nFamiliarity with enterprise software training programs\n\nExperience leading certification programs for enterprise software, cloud technology, or professional services audiences\n\nExpertise with credentialing models, certification frameworks, assessment quality standards, exam maintenance, and exam-security practices\n\nStrong command of developing exam blueprints, item-writing workflows, managing subject matter experts, exam forms, standard setting, and psychometric analysis\n\nStrong attention to detail with the ability to identify systemic risks, inconsistencies, and process gaps and turn findings into scalable solutions\n\nProven analytical skills and experience using dashboards, scorecards, KPI reporting, and data visualization to guide portfolio decisions\n\nProficiency with item-banking tools such as Webassessor and Item Workshop\n\nExperience using AI-enabled tools responsibly to improve program operations, assessment quality, and decision-making\n\n Please see above.\n Disclaimer:Certain U.S. based or U.S. customer or client-facing roles may be required to comply with applicable requirements, such as immunization/occupational health mandates, and/or drug testing requirements.\nOracle uses Artificial Intelligence in our recruiting process.
