Our programs require disciplined execution across engineering, operations, compliance, security, and customer-facing teams to deliver reliable, secure, and operationally ready cloud services.\n Key Responsibilities\nCollaborate with management, engineering, and stakeholders to align priorities, goals, scope, milestones, and execution plans for technical programs.\n\nManage technical programs and moderately complex, cross-organizational initiatives impacting products, services, operations, or business outcomes.\n\nIdentify, track, and manage program dependencies, risks, bottlenecks, scope, timelines, feasibility, testing needs, resourcing, and mitigation plans.\n\nDrive program execution across development, release management, operations, security, compliance, customer success, and stakeholder teams.\n\nSupport product or service delivery and help ensure applicable third-party, security, export, and accessibility compliance requirements are addressed.\n\nCoordinate rapid response to escalations, security issues, incidents, and operational risks; communicate status and recommended paths to senior team members when needed.\n\nMaintain program documentation, status reports, dashboards, forecasts, decision records, action registers, and program tracking mechanisms.\n\nMonitor KPIs and program performance against goals, including scope, timelines, deliverable quality, SLA adherence, productivity targets, and customer satisfaction risks.\n\nContribute to process improvements, automation opportunities, delivery standards, SOP updates, operational efficiencies, and continuous improvement practices.\n\nFacilitate collaboration with and between stakeholder teams, ensuring smooth communication, clear ownership, and follow-through on program goals.\n\nMinimum Qualifications\nU.S. Citizenship\n\n8 years of experience as a Program Manager leading large technical programs or projects, development or implementation projects, or complex cross-functional programs from conception to delivery; or bachelor's degree in Computer Science, Information Technology, Business Administration, Software Development, Electrical/Hardware Engineering, or related field and 4 years of such experience; or master's degree in one of those fields and 2 years of such experience; or doctorate in one of those fields.\n\nDemonstrated ability to manage program scope, milestones, dependencies, risks, resourcing, status reporting, documentation, and stakeholder communications.\n\nExperience working across engineering, operations, product, security, compliance, customer, or business teams to deliver technical outcomes.\n\nDemonstrated ability to translate ambiguous requirements into executable plans, independently monitor timelines and deliverables, prioritize work, and adapt to resource or timeline shifts.\n\nDemonstrated ability or knowledge in business acumen, including applying business principles and industry trends to inform decision-making.\n\nDemonstrated ability to use agile methodologies to drive continuous improvement and product delivery.\n\nDemonstrated ability to identify, address, and resolve conflicts to maintain positive team dynamics.\n\nStrong written and verbal communication skills, including the ability to produce clear program updates, decision records, and leadership-ready summaries.\n\nPreferred Qualifications \nU.S. Citizenship with active US Government security clearance, TS/SCI with Poly, at hire.\n\n9 years of experience as a Program Manager leading large technical programs or projects, development or implementation projects, or complex cross-functional programs from conception to delivery; or bachelor's degree in a relevant field and 5 years of such experience; or master's degree and 3 years of such experience; or doctorate and 1 year of such experience.\n\n1 year of experience working with operating budgets and/or project financials.\n\n6 years of experience in enterprise cloud services or experience working directly with large enterprise customers, including Oracle Cloud Infrastructure, cloud services, networking, SaaS products, scalable distributed backend services, cloud native design, or systems development lifecycles.\n\n3 years of experience using software development lifecycle methodologies, practices, and associated tooling, including Agile or Scaled Agile Framework (SAFe).\n\n3 years of experience leading cross-functional and cross-level matrixed teams to achieve project goals.\n\n1 year of experience facilitating large meetings and driving consensus among diverse stakeholders.\n\n2 years of experience communicating program status, end-to-end delivery, and results to leadership.\n\n3 years of experience in data analysis and reporting.\n\n2 years of experience in software development, software development management, or software implementation consulting projects.\n\nProject management and delivery certifications such as Certified Scrum Master (CSM), Project Management Professional (PMP), Lean Six Sigma Black Belt, or ITIL.\n\nExperience supporting regulated, classified, sovereign, government, or air-gapped cloud environments.\n\n Disclaimer:Certain U.S. based or U.S. customer or client-facing roles may be required to comply with applicable requirements, such as immunization/occupational health mandates, and/or drug testing requirements.\nRange and benefit information provided in this posting are specific to the stated locations only\nUS: Hiring Range in USD from: $83,000 to $166,100 per annum.
