This leader will partner with Build and Run organizations and work closely with the customer’s PMO Head to establish consistent governance, define accountability, and improve delivery predictability. The role combines portfolio leadership, management of program and project managers, and hands-on involvement in large, complex, and highly visible programs.\nKey Responsibilities:\nPMO methodology and standards: Define and implement consistent delivery methodologies, planning standards, stage gates, templates, and controls across Agile, hybrid, and traditional delivery models.\nCustomer governance and RACI: Partner with the customer’s PMO Head to establish governance forums, decision rights, escalation paths, and clear RACI across customer stakeholders, PMO, Build, Run, and partner teams.\nPortfolio oversight: Govern scope, schedules, budgets, dependencies, risks, and resource capacity across programs. Identify delivery concerns early and drive corrective actions with accountable owners.\nBuild and Run partnership: Align governance across development, releases, operational readiness, and transition to support, with clear handover criteria and ownership.\nPM leadership: Manage, coach, and hold program and project managers accountable for planning quality, financial discipline, reporting accuracy, stakeholder management, and delivery commitments.\nHands-on program leadership: Directly lead or intervene in critical programs, including integrated planning, dependency resolution, recovery plans, executive escalations, and complex customer discussions.\nFinancial and commercial controls: Oversee budget baselines, forecasts, actuals, burn rates, variances, and scope changes. Partner with Finance and delivery leaders to align execution with approved funding and contractual commitments.\nLeadership tracking and reporting: Establish weekly program reviews and monthly portfolio reporting covering milestones, financials, risks, dependencies, resource needs, and decisions required. Deliver concise, accurate dashboards and executive narratives.\nAudit domain alignment: Incorporate Audit methodology requirements, quality expectations, traceability, and evidence retention into program governance in partnership with customer domain and control owners.\nContinuous improvement: Assess governance effectiveness, automate reporting where practical, and use delivery metrics and lessons learned to strengthen execution.\nRequired Qualifications and Experience\n15+ years of experience in program management, delivery governance, or PMO leadership, including significant experience leading enterprise portfolios and managing program/project managers.\nDemonstrated oversight of portfolios of approximately multi-million or comparable scale and complexity.\nStrong professional services experience, preferably supporting Audit, assurance, or related technology transformation programs.\nProven ability to establish delivery methodologies, governance frameworks, RACI, financial controls, and executive reporting.\nExperience partnering across Build and Run organizations and managing globally distributed teams in a customer-facing environment.\nTrack record of personally leading complex programs and recovering initiatives facing delivery, financial, or stakeholder challenges.\nStrong financial acumen, analytical judgment, executive communication, and ability to influence senior stakeholders.\nProficiency with tools such as Azure DevOps, Jira, Microsoft Project, Power BI, and Excel.\nBachelor’s degree in a relevant discipline; PMP, PgMP, or equivalent certification preferred.\nSuccess Measures\nImproved milestone predictability and forecast accuracy.\nConsistent adoption of governance standards and clear accountability.\nTimely resolution of risks, dependencies, and executive decisions.\nAccurate, actionable weekly and monthly leadership reporting.\nStrong PM performance and effective transitions between Build and Run.\nIncreased customer confidence in portfolio execution and financial control.\nOrion is an equal opportunity employer, and all qualified applicants will receive consideration for employment without regard to race, color, creed, religion, sex, sexual orientation, gender identity or expression, pregnancy, age, national origin, citizenship status, disability status, genetic information, protected veteran status, or any other characteristic protected by law.\nCandidate Privacy Policy\nOrion Systems Integrators, LLC and its subsidiaries and its affiliates (collectively, “Orion,” “we” or “us”) are committed to protecting your privacy.
