The OWT Global model pairs technical acumen with operational applications to help drive the development and deployment of technology in a sustainable and affordable way.\n\nJob Summary\nThe Instructional Designer / Curriculum Developer is responsible for analyzing, designing, developing, implementing, maintaining, and evaluating training and educational programs that support organizational objectives and contract requirements. This position combines expertise in instructional design and curriculum development to create comprehensive learning solutions that enhance workforce performance, knowledge transfer, and learner engagement.\nWorking closely with subject matter experts (SMEs), instructors, program managers, leadership, and stakeholders, the Instructional Designer / Curriculum Developer develops curricula, instructional materials, assessments, eLearning products, and performance support tools for classroom, virtual, blended, and self-paced learning environments. The position ensures all learning products align with adult learning principles, instructional systems design methodologies, industry standards, and mission requirements.\nKey Responsibilities\nAnalyze training requirements, performance gaps, organizational objectives, and stakeholder needs to identify learning solutions.\nDesign, develop, implement, and maintain comprehensive training curricula and educational programs.\nCreate and revise lesson plans, instructor guides, student guides, presentations, practical exercises, case studies, and instructional materials.\nApply Instructional Systems Design (ISD) methodologies, including ADDIE and related instructional development frameworks.\nCollaborate with subject matter experts (SMEs) to gather, validate, and organize technical and operational content.\nDevelop instructor-led training (ILT), virtual instructor-led training (VILT), blended learning solutions, eLearning modules, and self-paced instructional content.\nDesign assessments, evaluations, knowledge checks, practical exercises, and performance measurement tools.\nEnsure curriculum and instructional materials align with contractual requirements, organizational objectives, and learning outcomes.\nConduct curriculum reviews and content audits to maintain accuracy, relevance, and instructional effectiveness.\nSupport implementation and delivery of training programs by providing guidance to instructors and facilitators.\nIncorporate adult learning principles and learner-centered instructional strategies into all learning products.\nDevelop interactive learning experiences using instructional technologies and eLearning development tools.\nAnalyze learner feedback, assessment results, and training metrics to identify opportunities for curriculum and instructional improvement.\nEnsure instructional products comply with accessibility requirements, quality standards, and organizational policies.\nMaintain curriculum documentation, version control records, and instructional design artifacts.\nSupport accreditation efforts, audits, inspections, program reviews, and continuous improvement initiatives.\nRequired Qualifications\nBachelor's degree from an accredited college or university in Instructional Design, Curriculum and Instruction, Education, Adult Learning, Educational Technology, Organizational Development, Human Resources Development, or a related field.\nMinimum of five (5) years of professional experience in instructional design, curriculum development, training development, adult education, educational program development, or a related field.\nActive Secret level security clearance.\nExperience applying formal instructional design methodologies to develop learning solutions and curricula.\nExperience developing instructor-led, virtual, blended, and online learning programs.\nExperience creating lesson plans, learning objectives, assessments, instructional materials, and educational resources.\nExperience collaborating with SMEs and stakeholders to develop technical and non-technical training content.\nProficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, Outlook, and Teams.\nStrong technical writing, editing, content development, and communication skills.\nStrong project management, organizational, and analytical skills.\nPreferred Qualifications\nExperience supporting federal government, Department of War (DoW), or contractor-operated training and education programs.\nExperience with eLearning development tools such as Articulate Storyline, Articulate Rise, Adobe Captivate, Camtasia, or similar applications.\nExperience developing SCORM-, xAPI-, or LMS-compatible training products.\nFamiliarity with Learning Management Systems (LMS) and digital learning environments.\nKnowledge of competency-based learning, workforce development, and performance improvement methodologies.\nExperience supporting leadership development, professional development, technical training, or workforce readiness programs.\nExperience developing learning products that meet Section 508 accessibility requirements.\nProfessional certifications related to instructional design, training, learning and development, curriculum development, or project management.\nKnowledge, Skills, and Abilities\nKnowledge of instructional design principles, curriculum development methodologies, and adult learning theories.\nAbility to translate complex technical, operational, and organizational information into effective learning experiences.\nStrong curriculum writing, technical writing, editing, and content organization skills.\nAbility to conduct learning needs analyses and performance gap assessments.\nKnowledge of
