We deliver solutions that are rooted in evidence and driven by data.Department\nPublic Business Development (PUBD) - The Business Development team drives Pact's mission forward by leading the pursuit and capture of new funding from U.S. government, foundation, corporate, and institutional funders. The team leads across all parts of the fundraising cycle, from early opportunity identification, teaming strategy, and positioning, through proposal design, technical writing, and pricing. BD staff lead the proposal process end-to-end, while partnering closely with technical practice leads, country teams, and finance to build competitive, compliant bids. Ideal candidates stay organized and effective under proposal deadlines, adapt quickly when requirements or priorities, and bring a collaborative, collegial spirit to cross-team work.Position Overview\nThe consultant will provide support across the business development lifecycle, including pre-positioning, proposal design, management, writing, and packaging. Late or incomplete submissions may not be considered.\nRequired documentation:\nResume/CV\nSummary of donor and proposal management experience, including recent proposals managed\nProposed daily rate\nOptional writing sample\nPlease indicate in your application your availability and daily proposed rate, consistent with the anticipated contract type.\nKey Responsibilities\nLead pre-positioning with technical experts\nBuild and manage relationships with international and local partners\nManage proposals and provide quality assurance, such as facilitating bid conversations, organizing gate reviews, and ensuring that proposals meet funder requirements\nFacilitate design sessions and draft proposal outlines\nWrite proposal sections, such as management plans and capability statements\nCoordinate inputs from proposal teams members and partners; ensure that proposal deadlines are met\nCollaborate with pricing leads in reviewing budgets to ensure alignment with technical proposal and in copyediting budget narratives\nConduct final editing and formatting for proposals to ensure responsiveness to solicitation requirements and evaluation criteria\nPackage high-quality proposals, including annexes and other attachments, for submission at least 48 hours before funder due dates\nBasic Requirements\nAt least 10 years of business development experience, with at least 5 years managing proposals\nExperience developing proposals for S.
