Understand and make recommendations about the Bank's current systems, their components, how the components relate to each other and their environments, as well as the principles governing its design and evolution. Responsibilities include mentoring, providing technical leadership, analyzing projects and assigning tasks, establishing project milestones and leading peers toward completion of milestones.\n\nResponsibilities include overall system design and integration. Provide technical specifications for team in the following areas:\nSystems Integration\n\nDatabase\n\nApplications\n\nActs as liaison with business owners and technical staff to define system documentation\n\nDesigns architecture including software and hardware to fully support functional requirements. Prepares System Design Document (SDD).\n\nCoordinates and schedules activities with other IT management and staff when departmental dependencies occur.\n\nReports to Delivery Managers on projects and problems with production systems.\n\nActs a liaison on behalf of FHLBI with third party vendor technical staff to ensure FHLBI interests are met.\n\nConsults with Bank personnel in selection of hardware and software, development of applications, use of programming tools, etc.\n\nKeeps abreast of technological developments and industry trends.\n\nProvides consultation on complex projects and IT Staff training.\n\nCode performant, software programs that provide technical solutions to business problems and specifications.\n\nUnit test software programs and technical systems to validate accuracy.\n\nDocuments systems and software programs that adhere to department standards.\n\nCompetencies:\nGeneral\nDecision Making/Judgment\nDependability\nProductivity\nManagement\nTeam Leadership\nPeople\nCommunication\nPosition Requirements :\nBS in Computer Science or equivalent work history.\n\nMinimum 5 years of experience working with software teams on software projects.\n\nMinimum 2 years of experience acting in a lead capacity for a software development team.\n\nExpert object-oriented programming skills.\n\nExtensive experience with the MS.NET development environment using C# and ASP.NET.\n\nExtensive experience with relational databases and procedural SQL with an emphasis in SQL Server and/or Oracle.\n\nKnowledge of Java development is a plus.\n\nExperience with SOA principles, experience with JBoss application server is a plus.\n\nProject planning and estimation skills. Ability to organize work for a team and set daily priorities for team members.\n\nExpert experience with System Development Life Cycle (SDLC) and agile methodology.\n\nMust possess the ability to interact with people at various organizational levels.\n\nMust possess excellent problem-solving skills.\n\nMust possess excellent oral and written communication skills.\n\nBusiness experience with financial or accounting systems; or equivalent combination of education and IT support of financial systems is preferred.\n\nMust not have been convicted on any civil or criminal charge that would suggest a risk to Bank security.\n\nAbility to work full-time.\n\nAbility to uphold and model the Bank’s Guiding Principles.\n\nHiring Range: $107,000 - 126,000\nHiring ranges reflect the base salary that the Bank reasonably expects to pay for a given role and is not inclusive of annual incentive award opportunities, retirement benefits or the value of other health and welfare or other ancillary benefits.
