NAFSA is being established as a strategic national initiative to strengthen Pakistan’s agri-trade ecosystem through enhanced regulatory oversight, facilitation, and modernization of food safety and trade processes. The selected candidate will be part of NAFSA’s foundational team, contributing to the development of systems, processes, and institutional capabilities.\nPosition Summary\nReporting to the Director Human Resource & Administration, the Deputy Director (Training & Development) will lead the design, implementation, and governance of NAFSA’s learning and development framework to build a competent, inspection-ready, and future-ready regulatory workforce. The role will institutionalize annual training needs assessment processes, develop structured learning pathways aligned with competency frameworks, coordinate technical and managerial capacity building programmes, and monitor training effectiveness through measurable impact indicators. The Deputy Director will work closely with SAPW, OW, and other technical wings to ensure specialized regulatory and SPS capacity development is systematically embedded within NAFSA’s institutional framework.\nMain Responsibilities\nLead organizational development initiatives including job architecture, role clarity, organization design reviews/updates, and change management support aligned with NAFSA’s mandate and implementation roadmap.\n\nDevelop, update, and operationalize HR/OD policies, SOPs, and governance frameworks to strengthen organizational effectiveness, decision rights, and accountability.\n\nSupport enterprise workforce planning, competency framework development, succession planning, and job evaluation/job grading initiatives, ensuring consistency and documented governance.
