Reporting to the Senior Vice President of Business Development, this position will play an important role in developing government contract proposals, white papers, articles, marketing materials, capability statements, presentations, and other strategic communications.\nThe ideal candidate can translate complex technical and programmatic information into clear, persuasive content for government, industry, academic, and public audiences. Preference will be given to candidates with experience developing proposals for federal government customers, particularly within the Department of Defense or related agencies.\nEssential Duties and Responsibilities\nThe responsibilities of this role include, but are not limited to:\nWrite, edit, and coordinate technical and management content for government proposals, Requests for Information, white papers, concept papers, and other business development submissions.\nReview solicitations and related documents to understand customer requirements, evaluation criteria, instructions, and compliance obligations.\nWork with capture managers, proposal managers, technical experts, program leaders, and partners to gather and develop accurate content.\nTranslate complex technical concepts into clear, concise, and persuasive language appropriate for the intended audience.\nDevelop proposal outlines, annotated outlines, storyboards, executive summaries, win themes, discriminators, and supporting narratives.\nEnsure proposal content clearly addresses customer needs, requirements, benefits, outcomes, and evaluation criteria.\nEdit submissions for clarity, consistency, grammar, readability, tone, compliance, and alignment with Parallax messaging.\nSupport proposal reviews, including Pink Team, Red Team, Gold Team, and final production activities.\nDevelop articles, thought-leadership pieces, website content, brochures, campaign materials, capability statements, and other marketing communications.\nMaintain reusable content, past-performance information, organizational qualifications, staff biographies, and proposal templates.\nCoordinate with graphic designers and desktop publishing personnel to integrate graphics, tables, callout boxes, and other visual elements.\nManage multiple assignments and deadlines in a fast-paced, collaborative environment.\nProtect sensitive, proprietary, and government-controlled information.\nMinimum Qualifications (Knowledge, Skills, and Abilities\nBachelor’s degree in English, communications, journalism, technical writing, business, engineering, or a related field; equivalent relevant experience may be considered.\nDemonstrated experience writing and editing technical, business, or professional content.\nExceptional writing, editing, proofreading, research, and interviewing skills.\nAbility to organize complex information and communicate it clearly to technical and nontechnical audiences.\nStrong attention to detail and the ability to follow detailed instructions, templates, style standards, and submission requirements.\nAbility to collaborate effectively with executives, technical experts, program personnel, and business development teams.\nAbility to manage competing priorities and meet firm deadlines.\nProficiency with Microsoft Word, PowerPoint, and other standard Microsoft 365 applications.\nPreferred Qualifications (Knowledge, Skills, and Abilities)\nExperience developing proposals for federal government contracts.\nExperience supporting Department of Defense, Air Force, Space Force, or other federal agency proposals.\nFamiliarity with government solicitations, including Requests for Proposals, Requests for Information, Broad Agency Announcements, and Other Transaction opportunities.\nWorking knowledge of the Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement.\nExperience with the Shipley business development and proposal process or a comparable structured methodology.\nExperience developing technical, management, past-performance, staffing, and corporate-capability proposal sections.\nExperience facilitating proposal content development sessions and formal color-team reviews.\nFamiliarity with research and development, technology transition, innovation, national security, or economic development programs.\nExperience with Adobe Acrobat, SharePoint, proposal management platforms, or desktop publishing tools.\nCORE COMPETENCIES\nClear and persuasive writing\nTechnical comprehension\nCustomer-focused communication\nProposal compliance\nEditing and quality assurance\nCollaboration and interviewing\nOrganization and time management\nSound judgment and discretion\nResponsiveness under deadline\nContinuous improvement\nMEASURES OF SUCCESS\nSuccess in this role will be demonstrated by:\nHigh-quality, compliant submissions delivered on schedule.\nClear and compelling content that strengthens Parallax’s competitive position.\nEffective collaboration with technical experts, capture managers, and proposal teams.\nConsistent messaging and quality across business development and marketing materials.\nGrowth and effective use of Parallax’s reusable content library.\nReduced editing and production issues during final proposal reviews.\nPhysical Demands and Work Environment\nThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this position.
